First UN report on antibiotic resistance reveals ‘serious threat’ to global public health. - WHO said that people can help tackle resistance...

UN, 30 April 2014 – Antibiotic resistance – when bacteria change so antibiotics no longer work in people who need them to treat infections – is now a major threat to public health, says a new United Nations report released today.

The study, produced by the UN World Health Organization (WHO), is the first to look at antimicrobial resistance, including antibiotic resistance, globally, and provides the most comprehensive picture to date, incorporating data from 114 countries.

Russia sues EU over Third Energy Package

Russia has filed a lawsuit with the World Trade Organisation (WTO) against the European Union over the Third Energy Package, a Russian source close to the case told ITAR-TASS on Wednesday, April 30.
“This procedure is provided for in the rules of the Organisation,” the source said, adding that “Russia sent a note to the EU Mission at the WTO and notified the WTO Secretariat thereof”.
The Russian Ministry of Economic Development said earlier it was planning to file such a lawsuit before the end of the first quarter of 2014. In late 2013, Russia filed a lawsuit against the EU over energy adjustments.

Russia keen on gas investment in Turkey. - Turkish Energy Minister, Taner Yıldız

Russia has expressed interest in acquiring or building Turkish gas-fired power plants and will also propose building a natural gas storage facility here, Energy Minister Taner Yıldız told reporters.

Russian energy officials are investigating a location for the facility, officials said.

Turkey has storage of about 2 bcm and is building an additional 5 bcm of capacity. Officials say this still falls short of its storage needs.

Yıldız also said he did not expect that political tensions in Ukraine would affect the flow of gas to Turkey on the Western pipeline, which delivers 16 bcm of Russia fuel to Turkey.

Gazprom to build South Stream's Austria section

Russia's Gazprom and Austrian gas producer OMV agreed on Tuesday to build a pipeline that would transfer Russian gas to central Europe, Gazprom said in a statement on its website. 
The memorandum, signed in Moscow, was announced in a day when the European Union imposed sanctions on 15 Russian individuals over their roles in the Ukrainian crisis.
The pipeline will be a part of the planned 'South Stream' project to ship Russia's natural gas to Europe through Bulgaria, Greece, Italy and Austria.

China, Japan, SK push joint plan for environment

Environment ministers from China, South Korea and Japan on Tuesday discussed a coordinated response to common environmental challenges in Northeast Asia, stressing further strengthening of joint efforts to prevent and control air pollution.

The 16th Tripartite Environment Ministers' Meeting among China, South Korea and Japan (TEMM16) was held in Daegu in South Korea on Monday and Tuesday.

Ακτιβιστές της Greenpeace τοποθέτησαν φυτά-δολοφόνους έξω από τα κεντρικά γραφεία της Bayer στην Αθήνα και κρέμασαν πανό με το μήνυμα «Προσοχή! Η Bayer σκοτώνει τις μέλισσες». Ukraine, Slovakia Sign Memorandum on Reverse Gas Deliveries

Ukraine and Slovakia have signed a memorandum allowing for the start of reverse gas deliveries from Europe through Slovakia, acting Ukrainian Prime Minister Arseny Yatsenyuk told reporters Monday.
“Ukraine has just signed with Slovakia, namely with Slovak Transit Company Eustream, a memorandum on the cooperation in the energy field , which stipulates the start of reverse natural gas supplies through the territory of Slovakia,” Yatsenyuk said.
“According to this memorandum, if all parties meet the terms of the [mentioned] memorandum, we will be able to receive 8 billion cubic meters of gas per year,” he added.

Greenpeace sends new protest ship as first Russian Arctic oil arrives

Greenpeace said Monday it is sending a protest ship to meet a Russian tanker carrying the first oil drilled offshore in the environmentally fragile Arctic.
     
The ship called Rainbow Warrior is to be captained by Peter Willcox, who was among campaigners detained by Russian authorities last year after staging a high-profile protest against Arctic drilling.
     
The vessel is due to set sail from Rotterdam on Monday afternoon, and will seek to escort to harbour the Russian tanker Mikhail Ulyanov, which is delivering oil purchased by French energy giant Total.

EU Plans to Extend Southern Gas Corridor

The European Union is planning to extend the Southern Corridor natural gas pipeline from Azerbaijan further inland from its current endpoint in southern Italy, the Russian Vedomosti newspaper reported Monday, citing a European Commission representative.

EU should rethink South Stream, consider Turkey. -"Turkey on the way to becoming an energy hub"

The European Union should reconsider receiving gas via Russia's South Stream pipeline as Turkey is ready to carry gas to it with increased capacities, a Turkish Petroleum chief has said. The comments by the Turkish Petroleum Corporation's International Projects Department President, Emre Engur, came on Friday at the 20th International Energy and Environment Fair and Conference (ICCI 2014) in Istanbul, whose main media sponsor is Anadolu Agency. During a speech entitled "Turkey on the way to becoming an energy hub", Engur said the Turkish Petroleum Corporation, BOTAS, was ready to carry more gas to Europe via its Trans Anatolian Natural Gas Pipeline (TANAP) if its partners decide to raise the line's capacity.

Participants at UN-backed summit commit to improve ocean health, secure food security

UN, 25 April 2014 – A United Nations-backed summit wrapped up in the Netherlands today with a set of concrete actions to turn around the health of the world’s oceans and food security for millions by tackling key threats such as climate change, overfishing, habitat loss and pollution.
The summit – which brought together hundreds of Government officials, ocean science experts, business leaders, philanthropists and heads of international organizations – was an initiative of the Dutch Government, the UN Food and Agriculture Organization (FAO) and the World Bank.

Ban marks Chernobyl anniversary with call for greater support for recovery efforts

UN, 25 April 2014 –“This is an opportunity to pay tribute to the emergency workers who responded, remember the more than 330,000 people who were evacuated from contaminated regions, and stand in solidarity with the millions who still live in the affected areas in Belarus, the Russian Federation and Ukraine,” said a statement issued by the spokesperson for the Secretary-General.
The explosion that occurred at Chernobyl on 26 April, 1986 marked the worst nuclear power plant accident in history. The United Nations has played an important role in addressing the challenges faced by affected communities, and remains committed to the UN Action Plan on Chernobyl until 2016.

Ethiopia calls Egypt to resume talks over dam

Ethiopia has urged Egypt for another round of tripartite talks with Sudan to implement international recommendations over the construction of its hydroelectric dam on the Nile, an Egyptian news agency reported Thursday.

“We seek to persuade the Egyptian authorities to avoid unnecessary complaints against the dam and to resume the tripartite talks with Ethiopia and Sudan,” the state-run news agency MENA quoted Ethiopian Prime Minister Hailemariam Desalegn as saying during a parliament meeting.

Gazprom sends Ukraine $11.4bn bill for unshipped gas. - In the take-or-pay contract Ukraine is obliged to pay for the volume agreed

Russia’s Gazprom, the world’s biggest natural gas producer, has sent a $11.4 billion bill to Ukraine’s Naftogaz. The money is for the two thirds of the gas it failed to use under its 2009 take-or-pay contract .
According to the contract Naftogaz had to consume 41.6 billion cubic meters of gas last year, while Ukraine used only 12.9 billion cubic meters, Bloomberg quotes Aliona Osmolovska, a spokeswoman for the Ukrainian company as saying.

Russia Set to Boost Space Cooperation With India, China

Russia is set to develop its space cooperation with India and China, the head of the Russian space agency Roscosmos Oleg Ostapenko said on Thursday.

“Recently, we received an invitation from Japan to discuss an array of questions,” he added.

The announcement was made amid threats of Russia’s western partners to freeze or cut cooperation with Russia amid tensions over Ukraine and Crimea secession. NASA threatened to cut space ties with Russia, but Roscosmos has yet received no official notifications.

Emergency declared, bridges down after heavy rain hits villages in Vidin area in Bulgaria

A state of emergency has been declared in the municipality of Ruzhintsi in Bulgaria after torrential rain inundated the area, also flooding villages in the Vidin area, damaging bridges, private property and roads.

The emergency was announced after an April 24 special meeting at Ruzhintsi municipal headquarters of the crisis staff headed by Vidin deputy regional governor Nikolai Todorov.

Overnight, about 60 people were evacuated after the heavy rain in recent days flooded the villages of Gyurgich and Pleshivets.

Chernobyl Radiation Shield Under Threat Amid Ukraine Crisis

The construction of a contamination shield at the damaged Chernobyl nuclear power plant could be delayed amid the ongoing political crisis in the country, the CEO of aid agency Chernobyl Children International (CCI) told the Irish Independent.

“What can never be forgotten is that the destruction caused by the deadly explosion at Reactor Number 4 at Chernobyl was triggered by the release of just 3 percent of the radioactive material in the plant, the remaining 97 percent of this enormous ticking time bomb of highly unstable nuclear material is still inside the crumbling Chernobyl complex,” Adi Roche said.

Günther Oettinger denies possibility of multilateral gas talks in Bratislava

The European Commission has denied multilateral gas talks may be held in Bratislava on April 24.

European Commissioner for Energy Gunther Oettinger will have contacts with the Russian and Ukrainian partners soon for organising the first meeting, the European Commission says.

A concrete date has not been specified yet, though, it says.

Με τις αιτήσεις που κατέθεσε, η εταιρία ζητά την έναρξη της σχετικής διαδικασίας προκήρυξης, όπως προβλέπεται από το Ν.4001/2011. Σύμφωνα με τη διαδικασία αυτή, επενδυτές ή ενδιαφερόμενα σχήματα μπορούν να υποβάλλουν αίτηση, προσδιορίζοντας τα γεωγραφικά όρια των περιοχών που εκτιμούν ότι πιθανώς φιλοξενούν κοιτάσματα Υ/Α.

Το ενδιαφέρον της “ENEL GROUP” αφορά αποκλειστικά σε χερσαία τμήματα της χώρας. Πιο συγκεκριμένα, πρόκειται για :

Russia to create united naval base system for ships, subs in Arctic

A united system of naval bases for ships and next-generation submarines will be created in the Arctic to defend Russia’s interests in the region, President Vladimir Putin said.
He urged the government to provide full state funding for the socio-economic development of the Russian Arctic through 2017-20.
Putin said that a separate state agency should be created to implement Russian policy in the Arctic and to improve the quality of governance and decision-making in this area.
“We do not need a bulky bureaucratic body, but a flexible operational structure, which will help better coordinate the activities of ministries and departments, regions and businesses,” he said.

New EU support to renewable energy and fighting climate change in the Pacific

European Commission, Press release, Brussels, 22 April 2014:

European Commissioner for Development, Andris Piebalgs, and New Zealand Foreign Minister, Murray McCully, will undertake a joint mission to the Pacific on 23-27 April to further strengthen development cooperation in that region. The visit will focus above all on renewable energy and energy efficiency projects, several of them co-financed by New Zealand and the EU in Samoa, Tuvalu, Kiribati (including Christmas Island) and the Cook Islands. Commissioner Piebalgs will also travel to Papua New Guinea from 28 – 30 April to discuss development challenges with members of the government and will launch two projects worth almost €60 million.

Russia’s Arctic oil rig to boost country’s role on world energy markets. - A total of 300,000 metric tons are planned to be exported to international markets

Prirazlomnaya offshore platform project, which is located in the Sea of Pechora, will give an impulse to the expansion of Russia’s presence on global energy markets, Russian President Vladimir Putin said Friday.
“The start of loading of the oil produced at Prirazlomnaya means that the entire project will exert a most encouraging influence on Russia’s presence on the energy markets and will stimulate the Russian economy in general and its energy sector in particular,” he said.
Putin witnessed the loading of the first batch of oil from ice-resistant oil rig Prirazlomnaya on the Arctic shelf during a link-up conference with Russian energy giant Gazprom chief Alexei Miller, who was at the oil platform at that time.

Powerful 7.3 magnitude earthquake strikes Mexico, buildings shaken in capital. There are no immediate reports of any major damage

A magnitude 7.3 earthquake hit Mexico on Friday in the western state of Guerrero, north of the resort of Acapulco. The quake shook the capital Mexico City for at least 30 seconds, with building swaying as people fled on to the streets.

The city was reportedly more crowded than usual because of the Easter holiday. Despite the relative severity of the quake there are no immediate reports of any major damage. 

Mexico City is vulnerable to earthquakes because much of it is built on the muddy sediments of drained lakes, which are vulnerable to shock waves from quakes.

Moscow to submit Arctic shelf claim to UN in fall - Russian official

The Russian Natural Resources Ministry is planning to submit a claim to the UN this autumn to extend the country's Arctic shelf, Ecology Minister Sergei Donskoi said Friday.

"Our experts have been gathering evidence for the past decade. The fact that the Sea of Okhotsk was recognized as a Russian inland sea in March was a very significant breakthrough," the minister said.

New snake species found at Mt. Qomolangma known in the West as Mount Everest

Chinese scientists have discovered a new species of brownish pit viper in the largest scientific study since the 1970s on wildlife at Mount Qomolangma, known in the West as Mount Everest.

A genetic analysis revealed Protobothrops Himalayanus, which was first spotted at Jilong Valley in southern Tibet Autonomous Region in 2012, to be a new snake species, Hu Huijian, co-chief of the research team, told Xinhua on Thursday.

The new species was named in honor of its home, the Himalayas, said Hu.

Romania increases gas production amid the Ukrainian crisis

The Romanian government has asked the two largest local gas producers – Petrom and Romgaz – to avoid maintenance work for a while lest it affects domestic gas production amid growing tensions between Ukraine and Russia, which could impact on the gas transit to Europe, energy minister Razvan Nicolescu said.

Cette découverte, réalisée grâce au télescope spatial américain Kepler, conforte la probabilité de trouver des planètes soeurs de la Terre dans notre galaxie, la Voie Lactée, estiment ces scientifiques dirigés par une astronome de la Nasa et dont les travaux sont publiés dans la revue américaine Science jeudi."C'est la première exoplanète de la taille de la Terre trouvée dans la zone habitable d'une autre étoile", souligne Elisa Quintana, une astronome du SETI Institute au centre de recherche Ames de la Nasa, qui a mené cette recherche.

EU agrees to talks with Russia on Ukraine gas supply.- Barroso

The European Union said it had agreed Thursday to hold talks with Russia on its gas supplies to Europe through Ukraine, warning Moscow its reliability as an energy source was at stake.
     
The EU "agrees on your proposal for consultations with the Russian Federation and Ukraine with regard to security of gas supply and transit," European Commission head Jose Manuel Barroso said in reply to an April 10 letter from President Vladimir Putin.
     
In his letter, sent to 18 EU member states, Putin had warned that Moscow would no longer tolerate late payment for gas supplies to Kiev and threatened to cut off deliveries completely if nothing was done.

Invasive alien species: "The damage and costs continue to increase"

One of the worst threats to Europe's biodiversity and ecosystems is plant and animals species coming from other countries and continents, which often cause the near extinction of native species. On 16 April MEPs approved new rules to tackle this issue. “Invasive alien species are the second most significant threat to biodiversity after habitat loss and they are also recognised as a major cause of species extinction,” said Pavel Poc, the MEP responsible for steering the proposal through the EP.

Τα κράτη μέλη της ΕΕ θα πρέπει να μειώσουν κατά 80% την κατανάλωση των πιο ευρέως χρησιμοποιούμενων και ρυπογόνων πλαστικών σακουλών, έως το 2019, βάσει νομοσχεδίου που ενέκρινε το Ευρωπαϊκό Κοινοβούλιο την Τετάρτη. Η μείωση αυτή μπορεί να γίνεται με την επιβολή φόρων, εισφορών, περιορισμών ή απαγορεύσεων από τα κράτη μέλη. Οι πλαστικές σακούλες αποτελούν σημαντικό περιβαλλοντικό πρόβλημα, καθώς μολύνουν τα υδάτινα οικοσυστήματα.

«Οι ευρωβουλευτές τάχθηκαν σήμερα υπέρ του κοινοτικού νομοσχεδίου για τη μείωση της χρήσης των πλαστικών σακουλών και συναφών αποβλήτων. Βάσει αυτού, γίνονται υποχρεωτικοί οι ευρωπαϊκοί στόχοι για τη μείωση των σακουλών και είναι πλέον φανερό ότι οι πλαστικές σακούλες έχουν κάποιο κόστος.

Στην χρηματοδότηση του υπό ίδρυση Διατμηματικού Μεταπτυχιακού Προγράμματος Σπουδών (ΔΠΜΣ) με τίτλο “Έρευνα και Εκμετάλλευση Υδρογονανθράκων” (Hydrocarbon Exploration and Exploitation), καθώς και μεταπτυχιακού προγράμματος σπουδών στη “Μηχανική Πετρελαίου” (Petroleum Engineering) σύμφωνα με το ΦΕΚ 2808/5-11-2013 τ. Β’, προχωρά το Υπουργείο Περιβάλλοντος, Ενέργειας και Κλιματικής Αλλαγής, με στόχο την ελληνοποίηση του σημαντικού αυτού τομέα που αναμένεται να αναπτυχθεί ραγδαία τα επόμενα χρόνια.

Slovakia, Ukraine and EU hold talks on reverse gas flow

Talks about technical and legal aspects of the preparation for the reverse gas flow from west Europe to Ukraine are to be continued, Slovak Economy Minister Tomas Malatinsky said on Tuesday.

He made the remarks after a meeting with Ukrainian Energy and Coal Industry Minister Yuri Prodan, European Commission officials and representatives of infrastructure companies Eustream and Ukrtransgaz in the border town Velke Kapusany.

"The trilateral talks between the European Commission, Slovak and Ukrainian sides are not completed yet. I'd say that now we find ourselves in the mid-phase," Malatinsky said.

Greece has expressed concerns regarding the destruction of Syrian chemical weapons in the Mediterranean Sea the country’s Foreign Minister Evangelos Venizelos said Tuesday
Venizelos stated that Greece and its heavily populated island, Crete, have reservations and would “prefer those chemical gases to be destroyed out in the Atlantic Ocean.”

New EU rules for safer and greener lorries: European Parliament endorses Commission proposal

The European Parliament has endorsed today the Commission's proposal for new EU rules for safer and greener lorries. Vice-President Siim Kallas, in charge of transport, said: "I am pleased with this vote which supports the Commission's goal to make road transport cleaner and safer, allowing innovative designs for the greener trucks of the future."

The European Commission proposed in April 2013 new rules, revising the current legislation on weights and dimensions of certain road vehicles, to allow manufacturers to develop more aerodynamic lorries which will reduce fuel consumption by 7-10%, cut emissions of greenhouse gases, and also enhance the safety of vulnerable road users.

Russia-Crimea underwater telecom cable ready, as Ukraine crisis intensifies.

The underwater telecommunication cables between the Crimean peninsula and Russia bypassing Ukraine are almost ready for use. The multi-million dollar project will provide for safer communication as tension between Russia and Ukraine intensifies.

State-owned Rostelecom South has nearly completed the 40 kilometers of fiber-optic cable from the Krasnadar region and the 6 kilometers through the Kerch Straight, Kommersant reports citing a source close to the company.

The underwater section that runs along the muddy seabed of the Kerch Straight is expected to cost between $11-25 million.

Νέοι κανόνες για τη μείωση των θορύβων από τα αεροδρόμια

Ο θόρυβος των αεροπλάνων μπορεί να βλάψει σοβαρά τα νεύρα.... ή ακόμα και την υγεία. Για αυτό το λόγο τα περισσότερα αεροδρόμια και οι τοπικές αρχές επιβάλλουν περιορισμούς στις κινήσεις των αεροπλάνων. Η επιτροπή Μεταφορών του ΕΚ ψήφισε, μεταξύ άλλων, την Πέμπτη 10 Απριλίου, να παραμείνει η ρύθμιση των μέτρων μείωσης του θορύβου στις κατά τόπους αρχές.

Τι αλλάζει με τους νέους κανόνες;
Οι τοπικές κοινωνίες συμμετέχουν πιο ενεργά. Οι νέοι κανόνες προβλέπουν ότι τα μέτρα μείωσης του θορύβου θα πρέπει να βασίζονται σε αντικειμενικά, μετρήσιμα κριτήρια που θα επιβάλλουν ανοιχτές, διάφανες διαδικασίες στις οποίες θα συμμετέχει πλήρων η τοπική κοινωνία και άλλοι εμπλεκόμενοι.

Ukraine ready to pay $386 per 1,000 cubic metres of gas

Ukraine is ready to pay $386 per 1,000 cubic metres of gas to Russia, Stepan Kubiv, Chairman of the National Bank of Ukraine (NBU), who is currently in the United States, told journalists here on Sunday.

He also pointed out that the country would meet all obligations regarding the existing debts. "Ukraine has always paid to creditors on time, basing intself on market and contractual prices," Kubiv explained. "We shall repay all our debts. And it cannot be otherwise."

Ukraine to Gazprom: We won’t accept new gas prices and are suspending payments

The newly-appointed head of Ukraine’s national gas company says the country “sees no reason” to comply with the “political” hike in gas prices imposed by Russia, and will formally stop transferring money to Moscow until the situation is resolved.
In the aftermath of the toppling of Viktor Yanukovich and the secession of Crimea from Ukraine, Russia has raised from $268 to $485 per 1,000 cubic meters, starting from this month.

35 year-old Andrey Kobolev, who was appointed to head Naftogaz Ukraine, the state importer, by the government in Kiev, told ZN.UA news portal that his company is prepared to pay only the old prices.
