Gazprom CEO: No gas agreement to be signed until Ukraine, EU agree on financial guarantees

No gas agreements will be signed until “Ukraine and the European Union reach an agreement on financial guarantees,” Alexei Miller, the CEO of Russia’s gas giant Gazprom, said after the first round of tripartite gas talks.

He said three documents had been prepared for signing at the tripartite gas talks between Russia, Ukraine and the European Union. According to Miller, these documents are two protocols: a protocol in a trilateral format between Russia, Ukraine and the European Commission and a bilateral protocol between the European Commission and Ukraine.

“Everything concerning financial issues, concerning guarantees the European Commission is to issue to Ukraine, these liabilities will be committed to paper in a bilateral protocol,” he said. “As for out trilateral protocol, all principal provisions of this trilateral document have been agreed. A technical supplement to the contract between Gazprom and Naftogaz has also been agreed.”

“Today, the talks ended with the sides taking a break till tomorrow. But the meeting, the talks will take place only in case the Ukrainian side and the European Commission reach an agreement on that bilateral protocol,” Miller said. “If there is no such agreement, naturally, there will be no meetings, no talks tomorrow and no documents will be signed. If Ukraine and the European Commission ultimately reach an agreement, hence, these three document might be signed tomorrow - two protocols and a supplement to the contract between Gazprom and Naftogaz. Everything that concerns our documents where Russia is the side, where Gazprom is the side, all these issues have by now been agreed........................

We have agreed to continue working on October 30.   2. Ukraine Promises Russia to Find Funds to Pay for Winter Gas Supplies: Novak ...

    Ukraine does not guarantee gas pre-payment, but has promised Russia to find funds to pay for winter gas deliveries in the amount of 4 billion cubic meters, Russian Energy Minister Alexander Novak said Thursday.

    "Today it has been announced that Ukraine will find these funds. Such talks were held with the European Commission, with international financial organizations. We were told that Ukraine will find funds [to pay] for 4 billion cubic meters," Novak said following the results of the trilateral gas talks in Brussels.

    According to Novak, Russia is ready to sign the winter deliveries plan, if Ukraine agrees to prepayment system.

    On Wednesday, Russia and Ukraine started the final round of gas talks, mediated by the European Commission (EC), to find an interim solution to the standoff over Ukraine's unpaid gas bills and the price Kiev will pay for Russian gas supplies during the upcoming winter................

    Χωρίς συμφωνία για το φυσικό αέριο ολοκληρώθηκαν τη νύχτα της Τετάρτης οι συζητήσεις Ουκρανίας - Ρωσίας - ΕΕ στις Βρυξέλλες, σύμφωνα με τον Ρώσο υπουργό Ενέργειας Αλεξάντρ Νόβακ, τον οποίο επικαλείται το ρωσικό πρακτορείο Ria Novosti.

    Σύμφωνα με το πρακτορείο Interfax, o Αλεξέι Μίλερ, επικεφαλής της ρωσικής εταιρείας φυσικου αερίου Gazprom δήλωσε ότι συμφωνία μπορεί να υπάρξει μόνον αν η Ουκρανία και η Ε.Ε. συμφωνήσουν στις οικονομικές εγγυήσεις των Βρυξελλών προς το Κίεβο...........

  4. Russia and Ukraine agree gas supply deal ...

    Russia has agreed to resume gas supplies to Ukraine over the winter in a deal brokered by the European Union.

    The deal will also ensure gas supplies to EU countries via Ukraine are secure.

    "There is now no reason for people in Europe to stay cold this winter,'' said European Commission President Jose Manuel Barroso.

    European Union energy chief Guenther Oettinger said he was confident that Ukraine would be able to afford to pay for the gas it needed.

    He added that the agreement might be the "first glimmer" of hope in easing tensions between Russian and Ukraine...............
