  1. The Dubai roads and transport authority (RTA) said on Saturday it has opened a study on using autonomous cars or driverless vehicles in Dubai....

    Mattar Al-Tayer, chairman of the board and executive director of the RTA, said in an e-mailed statement that the initiative is part of the United Arab Emirates (UAE) government's plan to endorse 2015 as the year of innovation in the Gulf state.

    The objective is to use driverless vehicles during the World Expo in 2020 which Dubai will hold as the first Arab city ever.
    Al-Tayer said the RTA has set up a team to study the use of autonomous cars to map out a strategy and a work plan for addressing the latest developments in this field.

    The official transport and roads body in the emirate has plans of "identifying the standards and specifications required in these vehicles along with the needed infrastructure and safety legislations," said Al-Tayer.

    A delegation from the RTA has visited a number of European countries to examine the latest models undertaken by smart cities across the world in the field of smart mobility, said a media statement by the RTA.

    Dubai launched in 2009 the first driverless metro in the Middle East. World's leading automakers such as Mercedes or Ford Motors have already launched projects to design and produce driverless cars.

    Earlier last week, UAE deputy Prime Minister Sheikh Mansour Bin Zayed Al-Nahyan launched at the third UAE government summit plans to implement innovation and robotics subjects at schools, colleges and universities across the country to integrate robotic services such as driverless cars into the country's economy and daily life.

    Im Nordosten der USA nimmt der Winter kein Ende: Erneut gab es am Wochenende Sturm und rekordverdächtig viel Neuschnee. Eine eisige Kälte macht den Menschen schwer zu schaffen, in Boston liegt der Verkehr lahm.

    Schnee, Sturm und arktische Kälte: Für die wintermüden Menschen im Nordosten der USA gibt es keine Verschnaufpause. Erneut wurden am Wochenende mehr als 1800 Flüge in der Region gestrichen, der Nahverkehr lag vielerorts lahm.

    Boston im Bundesstaat Massachusetts erlebte am Wochenende seinen vierten Schneesturm des Jahres. Schon jetzt ist der Februar der schneereichste in der Geschichte. An manchen Stellen liegt der Schnee mehrere Meter hoch. "Wir hoffen, dass der Winter irgendwann aufhört", sagte Bostons Bürgermeister Martin Walsh.

    Schnee vermiest Einzelhändlern das Geschäft

    Seit Ende Januar fielen in Boston insgesamt 1,8 Meter Schnee. Am Sonntag fuhren keine öffentlichen Verkehrsmittel, Bewohner wurden gebeten, ihr Auto in der Garage zu lassen. Der jüngste Sturm enttäuschte Einzelhändler, die wegen des Valentinstages und des President's Day am Wochenende auf gute Geschäfte gehofft hatten.

    Auch in anderen Teilen der Region Nordengland gab es teils heftige Schneefälle. In Acushnet, Massachusetts, fielen 55 Zentimeter. Eine internationale Forschergruppe findet, dass beides zusammengeht: Um die Fischbestände zu schützen, raten die Wissenschaftler zu einem Stopp der Hochseefischerei.   5. The Changchun Longjia International Airport in Northeast China's Jilin Province was shut down on Monday afternoon after heavy snow in the region.

    The airport in Changchun was closed at about 3 p.m. and is expected to reopen at 7:35 p.m., according to the Jilin Airports Group.

    More than 50 flights were delayed and thousands of passengers were stranded at the airport.

    The snowstorm began to hit the city on Monday at noon and is expected to last until Tuesday, according to the provincial meteorological station.

    Sécheresses, vagues de chaleur et inondations comme celles qui ont submergé le Malawi et le Mozambique voisins en janvier (au moins 300 morts et 400.000 déplacés): les indices se multiplient sur le continent, observent les spécialistes réunis pour la conférence ministérielle africaine sur la météorologie (Amcomet), qui s'est achevée samedi.

    "Depuis 1950, neuf parmi les 10 années les plus chaudes sont les années 2000, donc le réchauffement global est visible en Afrique", remarque André Kamga Foamouhoue, chef du département Climat et environnement au Centre africain des applications de la météorologie pour le développement (Acmad), à Niamey. "Il est beaucoup plus important que le réchauffement global moyen parce qu'aujourd'hui en Afrique, sur les années 2000, il y a beaucoup d'années où le réchauffement dépasse un degré", bien que le continent ne soit pas plus exposé que les autres aux phénomènes climatiques, précise-t-il.

    "Les maisons qu'on construit en Afrique utilisent du matériau de très faible résistance parce qu'il n'y a pas beaucoup d'argent, et les gens vont construire dans des zones inondables puisque ça coûte moins cher.     Officials aim to include the plan in a revised basic policy on the final disposal of highly radioactive waste. The government is currently considering the vexed question of what to do with waste in the long-term, as some of it may need management for tens of thousands of years.

    Prime Minister Shinzo Abe’s administration wants to fire up nuclear reactors again following the hiatus caused by the 2011 Fukushima meltdowns, but public opinion remains opposed.

    Τρεις βασικές ενστάσεις για το μοντέλο παραχώρησης των περιφερειακών αερολιμένων καταγράφονται στο υπουργείο Οικονομίας, Υποδομών, Ναυτιλίας και Τουρισμού, σύμφωνα με πληροφορίες της ηλεκτρονικής έκδοσης του «Βήματος».

    Η πρώτη είναι ότι με βάση τον διαγωνισμό που πραγματοποίησε το Ταμείο Αξιοποίησης Ιδιωτικής Περιουσίας του Δημοσίου (ΤΑΙΠΕΔ) και οι δύο ομάδες των συνολικά 14 περιφερειακών αεροδρομίων περνούν στον ίδιο παραχωρησιούχο, την κοινοπραξία Fraport - Slentel.

    Έτσι, στελέχη του υπουργείου εκφράζουν τον προβληματισμό τους για το ενδεχόμενο δημιουργίας ενός μονοπωλίου στην αεροπορική υποδομή.

    Η δεύτερη ένσταση, σύμφωνα με τις ίδιες πηγές, είναι η διάρκεια της παραχώρησης, η οποία, βάσει της διαγωνιστικής διαδικασίας, ορίστηκε σε 40+10 χρόνια. Όπως αναφέρουν, η συγκεκριμένη διάρκεια προκαλεί ανησυχία.

    Les autorités britanniques ont décidé de construire le plus grand parc éolien offshore du monde en mer du Nord, a annoncé à Londres le ministre britannique de l'Energie et du Changement climatique Edward Davey.

    "Ce projet contribuera à la croissance de l'économie de la région et permettra de créer des centaines d'emplois verts. L'électricité produite par ces éoliennes alimentera près de 2 millions de foyers", a indiqué M.Davey.

    Le projet baptisé Dogger Bank Creyke Beck prévoit la construction de 400 éoliennes sur une surface totale de 500 km² à 131 km du comté de Humberside, au large de la côte nord-est de l'Angleterre. D'une capacité de 2,4 gigawatts, soit une puissance totale équivalant à trois réacteurs nucléaires de taille moyenne, les éoliennes "réduiront la dépendance britannique des importations d'énergie", a conclu le ministre.

  11. Bitterly cold air from Siberia has brought dangerously frigid and likely record-setting temperatures to the eastern half of the US...

    Temperatures are 20 to 40 degrees F below normal for February from the Mid-Atlantic to the South.

    Schools in Chicago have closed and trains in the north-east corridor have been affected by the cold.

    Extreme cold warnings are also in effect in the Canadian provinces of Ontario and Manitoba.

    Frigid temperatures are expected to continue into Friday.

    Record lows have already been broken in Kentucky, where it was -8F (-22C) on Thursday morning in Paducah and most of state was below 0F.

    To preserve the ecosystem of the unique lake, the Russian government established the minimum and maximum water levels of 456 and 457 meters. Hydropower stations on Angara River ensure these levels, but unsufficient precipitations in 2014 resulted in the lack of water, threatening water supply for the city of Angarsk.

    "They rigged a series of power and data cables at the forward end of the Harmony module and Pressurized Mating Adapter-2 and routed 340 of 360 feet of cable.   16. Northern Britain is facing up to four inches of snow on Sunday with strong winds expected to create blizzard conditions...

    A yellow “be aware” warning is in place for the north of England and throughout Scotland, with the alert area widening on Monday and Tuesday to cover Northern Ireland and the East Midlands.

    A band of wintry showers will sweep in from the east on Sunday morning which could bring heavy snow to high-level routes and some accumulations at lower levels in parts of Scotland.

    The showers are expected to move away later in the day.

  17. Fukushima: une nouvelle fuite d'eau radioactive a été détectée...

    Une nouvelle fuite d'eau hautement radioactive vers la mer a été détectée dimanche sur le site de la centrale japonaise de Fukushima, a annoncé l'opérateur Tokyo Electric Power (Tepco).

    Des capteurs fixés sur une conduite d'évacuation d'eaux de pluie et souterraines ont mesuré des taux de radioactivité jusqu'à 70 fois supérieurs aux valeurs déjà hautes enregistrées sur le site, a précisé un porte-parole de la compagnie.

    Ces taux relevés vers 10H00 locales (02H00 HB) sont progressivement redescendus au cours de la journée mais ils restaient à des niveaux alarmants. La conduite d'évacuation menant à une porte adjacente sur la côte Pacifique a été coupée.

    Selon Tepco, une inspection n'a pas révélé d'anomalie dans les gigantesques réservoirs de stockage d'eau contaminée et Tepco affirme "n'avoir nulle raison de penser que les réservoirs de stockage des eaux contaminées ont fui".

      De acordo com os dados da Tokyo Electric Power Company (Tepco), a fuga foi detectada às 10h00 de domingo, hora local. Foi registrada uma alteração do fundo radioativo em 70 vezes neste grupo gerador.

      Neste momento, especialistas verificam os danos nos que armazenam água altamente radioativa.

      Este é o segundo vazamento de água radioativa na usina Fukushima 1 nesta semana. O primeiro foi registrado em 18 de fevereiro em um dos tubos do sistema de arrefecimento no reator número seis.

      Vazamentos de água radioativa dos reservatórios da usina nuclear danificada ocorrem desde agosto de 2013. Fugas de água radioativa continuam sendo um dos maiores problemas não resolvidos após o acidente na usina Fukushima 1 em 2011.     The quake struck at a depth of 22 km, 264 km (160 miles) west-southwest from Cihuatlan in the state of Jalisco, the USGS said. It had initially reported the quake was at a depth of 10 km.

      Fishermen in Fukushima Prefecture slammed Tokyo Electric Power Co. on Wednesday after it emerged that water containing cesium and other radioactive isotopes has been draining into the Pacific near the Fukushima No. 1 plant and that Tepco did nothing to prevent it despite learning of the leak last May.

      “I don’t understand why (Tepco) kept silent even though they knew about it. Fishery operators are absolutely shocked,” Masakazu Yabuki, chief of the Iwaki fisheries cooperative, said at a meeting with Tepco officials.

      Local fishermen have already given Tepco approval to dump groundwater into the ocean before it becomes tainted, to reduce the volume of water stored in tanks at the site.   20. Falling crop yields, damage to infrastructure and heat-related illnesses brought on by climate change could cost the four Southeast Asian countries of the lower Mekong River basin US$34 billion per year, researchers say...

    Southeast Asia is one of the regions hardest hit by the impacts of climate change, such as floods, typhoons, droughts and saltwater intrusion - when seawater flows up rivers, threatening agriculture and infrastructure.

    A report released on Monday found that climate change could cost Cambodia, Laos, Thailand and Vietnam US$16 billion per year in lost worker productivity, crop production and natural resource assets, plus US$18 billion in infrastructure damage because of flooding, storms and extreme heat.

    The report - by the Washington-based World Resources Institute think tank - drew findings from a 2013 USAID analysis that forecasts higher temperatures, more rainfall and sea level rise for the region by 2050.

    Μέλη των οργανώσεων της Κοινωνίας των Πολιτών διαμαρτυρήθηκαν έξω από το κτίριο του υπουργείου Εξωτερικών, μετά την ενημέρωση σχετικά με το ενδεχόμενο εκτροπής σημαντικής ποσότητας των υδάτων του Αώου ποταμού .

    Ο υπουργός Εξωτερικών Ντίτμιρ Μπουσάτι κατέβηκε από το γραφείο του και συναντήθηκε με τους διαδηλωτές και λίγο αργότερα δέχτηκε στο γραφείο του αντιπροσωπεία τους με τους οποίους συζήτησε για περίπου 1 ώρα.
    Εν τω μεταξύ ο Γκλέβεν Ντερβίσι, σύμβουλος του υπουργού Εξωτερικών, δήλωσε πως το υπουργείο έχει θέσει το θέμα σε διμερείς συναντήσεις με την ελληνική πλευρά και έχει εκφράσει την αντίθεσή της σε οποιοδήποτε σχέδιο αποσκοπεί στην εκτροπή των υδάτων.
    Εκπρόσωποι της Κοινωνίας των Πολιτών δήλωσαν ότι δεν θα κάνουν πίσω και θα διαμαρτυρηθούν αύριο το πρωί κατά τη διάρκεια της συνόδου των υπουργών Εξωτερικών των 13 χωρών της Νοτιοανατολικής Ευρώπης που θα διεξαχθεί στα Τίρανα.

    Gazprom said in a statement that Ukraine had 219 million cubic metres (mcm) of gas left that would be used up in two days. With no new payment, Russia would be forced to stop supplies to Ukraine, Gazprom added.

    "It creates serious risks for gas transit to Europe," it said. Europe gets around a third of its gas needs from Russia, with roughly half being pumped via Ukraine.

  25. US President Barack Obama has vetoed a bill that would have approved construction of the Keystone XL oil pipeline...

    The Republican-led Congress sent the bill to the president on Tuesday.

    White House spokesman Josh Earnest said Obama vetoed the bill "without any drama or fanfare or delay".

    The 875-mile (1,400km) pipeline would carry tar sands oil from Alberta, Canada, to the US state of Nebraska where it joins pipes running to Texas.

    Mit mehr Strom- und Gasleitungen zwischen den Staaten könnte Europa nach EU-Berechnungen jedes Jahr zweistellige Milliardenbeträge sparen. Ziel sei es, etwa beim Strom grenzüberschreitende Leitungen zu bauen, die einen Austausch von zehn Prozent der Produktion möglich machten.

    Europa verliere jährlich bis zu 40 Milliarden Euro, weil es keinen verflochtenen Energie-Markt habe, sagte Energie-Kommissar Miguel Arias Canete am Mittwoch in Brüssel bei der Vorstellung des Konzepts zur Energieunion. Die nötigen Aufwendungen für Ausbau- und Modernisierung der Energie-Infrastruktur der EU bezifferte der Kommissar auf 200 Milliarden Euro bis 2020. Doch auf der anderen Seite stünden Effizienzgewinn und dadurch Geldeinsparungen.

    Zwölf Mitgliedsstaaten seien besonders schlecht mit den Nachbarn verbunden, heißt es im Bericht von Canete, über den die Energieminister im März beraten.       Το κόστος ανέρχεται σε 900 εκατ. δολάρια και τελεί υπό την αιγίδα της Παγκόσμιας Τράπεζας. Το εργοστάσιο αφαλάτωσης θα στηθεί στο λιμάνι της Ιορδανίας Άκαμπα, στην Ερυθρά Θάλασσα και η παραγωγή θα καλύπτει και τις δύο χώρες.

      Η άλμη, η οποία είναι ένα υποπροϊόν της όλης διαδικασίας, θα μεταφέρεται βόρεια σε απόσταση 180 χιλιομέτρων, με τον αγωγό που θα κατασκευαστεί και θα καταλήγει στη Νεκρά Θάλασσα.

      Το εργοστάσιο αφαλάτωσης είναι προγραμματισμένο να παράγει περίπου 80 εκατομμύρια κυβικά μέτρα ετησίως. Το Ισραήλ θ' αγοράζει στο κόστος παραγωγής μέχρι και το 50%.   30. Plus de 17 000 hectares de végétation sont déjà partis en fumée en Patagonie, dans le sud de l'Argentine : un énorme incendie était toujours hors de contrôle vendredi, ont annoncé les autorités....

    Selon le journal Clarin, les maisons de célébrités, dont celle du chanteur français Florent Pagny, sont menacées par les flammes près du Lac Cholila, dans une zone montagneuse touristique.

    L'incendie qui ravage depuis 11 jours la province de Chubut a été déclenché par la foudre, dans une zone inhabitée et escarpée au pied de la Cordillère des Andes, à 1600 mètres d'altitude, selon les pompiers.

    Il s'agit de "l'incendie le plus dévastateur que la Patagonie ait connu", selon Evaristo Melo, chef des sapeurs-pompiers de la province.

    Il a indiqué qu'un épais mur de fumée, dégagé par le brasier, empêchait le travail des brigades anti-incendie, paralysant vendredi les opérations des avions bombardiers d'eau. Seule une forte pluie pourrait parvenir à stopper entièrement le feu car la zone est particulièrement difficile d'accès, estime la sécurité civile.

    As mosquitoes are usually associated with humid climes, it may seem counterintuitive that a drought would lead to a mosquito problem. But stagnant pools of water — like shrunken ponds or streams and creeks no longer full enough to flow — are a perfect breeding ground for the little bloodsuckers.

    “[M]osquitoes that can transmit West Nile virus can lay up to 400 eggs in as little as two tablespoons of water,” according to the Contra Costa Mosquito & Vector Control District.

    And that means disease, specifically West Nile Virus, which in 2014 was detected in over 30 California counties, causing 798 reported human cases and 29 fatalities. Populations of the fish that are natural predators of those mosquitos have declined as well, as water becomes too shallow.   33. Le Japon a lancé en 2014 un appel d'offres pour la conception et l'installation d'un système de purification des déchets radioactifs liquides de tritium, accumulés suite à l'accident survenu à la centrale nucléaire de Fukushima...

    29 requêtes ont été déposées au total pour participer à cet appel d'offres. Trois sociétés restent encore en lice: une canadienne, une américaine et une russe (l'entreprise publique de traitement des déchets radioactifs RosRAO). Les présentations de leurs systèmes de purification d'essai pour éliminer le tritium dans l'eau seront organisées au Japon en 2016.   34. Réchauffement climatique : le village condamné à disparaître...

    Alors que le président philippin Benigno Aquino et François Hollande, accompagné pour l'occasion de Marion Cotillard et de Mélanie Laurent, viennent de lancer à Manille un appel contre le réchauffement climatique , le « Washington Post » se penche au travers d'un reportage sur les conséquences déjà réelles du dérèglement de la planète.

    Nous sommes à environ 130 kilomètres du cercle arctique. Le village de Kivalina, qui compte 85 maisons et environ 400 habitants, pourrait tout simplement disparaître des cartes d'Alaska. Ce petit village américain, situé sur une île, est directement confronté au réchauffement climatique et au recul de la banquise. Autrefois, les glaces emprisonnaient pendant plus de 5 mois Kivalina pendant l'hiver. La banquise, qui atteignait alors plus de 3 mètres d’épaisseur, protégeait le hameau des vagues et de l’érosion liées aux tempêtes hivernales.

    Désormais, la banquise se forme au mieux pendant 3 mois, laissant le village exposé directement aux attaques de la mer. Au cours des dix dernières années, Kivalina a été envahi trois fois par les eaux, une situation que n’ont jamais connu les anciens du village.
