Καναδάς: «Οχι» από αυτόχθονες κοινότητες στη συμφωνία φυσικού αερίου 960 εκατ. δολ.(First Nation Group Rejects $1 Billion Offer for Natural Gas Terminal on Ancestral Lands)

 Μία κοινότητα αυτοχθόνων στις δυτικές ακτές του Καναδά απέρριψε πρόταση της πετρελαϊκής εταιρείας Petroliam Nasional Berhad που προέβλεπε αποζημίωση 267.000 δολαρίων (234.000 ευρώ) για το κάθε άτομο της κοινότητας με αντάλλαγμα την άδεια κατασκευής ενός σταθμού εξαγωγής φυσικού αερίου στην προγονική τους γη.

(Lax Kw'alaams) στη βόρεια Βρετανική Κολομβία απέρριψε ομόφωνα σε τρεις ψηφοφορίες τη συνολική αποζημίωση ύψους 960 εκατομμυρίων δολαρίων και την εκτέλεση του έργου που έχει προϋπολογισμό 30 δισεκατομμύρια δολάρια. Η κοινότητα ανησυχεί πως το έργο θα βλάψει το περιβάλλον, καταστρέφοντας τα ενδιαιτήματα των σολομών και άλλων ψαριών, καθώς και πως θα αποτρέψει την καλλιέργεια παραδοσιακών φυτών κοντά στο σταθμό.

Η υποστήριξη ιθαγενών
("The First Nations people in British Columbia") όπως οι 3.600 Λαξ Κου’αλάαμς (Lax Kw'alaams) είναι απαραίτητη για τα σχέδια υγροποιημένου φυσικού αερίου στον Καναδά και την εξαγωγή τους στις ασιατικές αγορές. Εξάλλου, το περασμένο έτος το Ανώτατο Δικαστήριο του Καναδά αναγνώρισε το δικαίωμα των κοινοτήτων αυτοχθόνων να έχουν ενεργό ρόλο στη διαχείριση των πόρων των προγονικών τους εδαφών, και ας μην έχουν υπογράψει κάποια συμφωνία με την κυβέρνηση.

«Παρά την απόφαση του συμβουλίου, θα συνεχίσουμε τον εποικοδομητικό διάλογο και θα κρατήσουμε όλες τις επιλογές ανοικτές ώστε να προχωρήσουμε με το σχέδιό μας», δήλωσαν εκπρόσωποι της εταιρείας.

Η προσφορά αποζημίωσης από την Petronas, τους συνεργάτες της και τη κυβέρνηση περιλαμβάνει πληρωμές που συνδέονται με αντικείμενα, συμπεριλαμβανομένων κατασκευών, υποτροφιών και εκπαιδευτικών προγραμμάτων, καθώς και απόκτηση γης και επιδόματα απασχόλησης, σε βάθος 40 ετών.

A First Nation along Canada’s Pacific Coast turned down Petroliam Nasional Bhd.’s offer of $267,000 for each member as compensation for building a natural gas export terminal on ancestral lands.

The Lax Kw’alaams band in northern British Columbia spurned the $1.15 billion package after the community unanimously voted against the $30 billion project in three polls. The group is concerned that the project will harm the environment. The rejection is a new obstacle to plans to export liquefied natural gas from North America to Asian markets.

The public should recognize that “this is not a money issue: this is environmental and cultural,” the group said in a statement Wednesday. Opposition to the plan was overwhelming, Garry Reece, mayor of the town of Lax Kw’alaams, said in an interview in Vancouver Tuesday, before the band leadership made a final decision.

Winning the support of indigenous groups including the 3,600-member Lax Kw’alaams is critical for advancing the Pacific NorthWest LNG project and other gas export plans in Canada. A landmark Supreme Court ruling in Canada last year paved the way for aboriginal communities that don’t have treaties with the federal government, such as Lax Kw’alaams, to have greater say over resource developments on their ancestral lands.

The compensation was put up by backers of the project led by Petronas, as the Malaysian state-oil company is known, and the British Columbia government, according to a summary on the band’s website. The payment will be made over 40 years. Lax Kw’alaams is both a First Nation band and a British Columbia town of the same name....
