Les autorités de l’Etat de Louisiane cherchent à savoir comment une bactérie dangereuse et souvent mortelle s’est retrouvée à l’extérieur du laboratoire d’un centre de recherche de haute sécurité, a rapporté dimanche le journal USA Today . 
Les autorités ont assuré au journal que la population ne courait aucun risque, mais l’étendue de la contamination demeure inconnue......................Une bactérie mortelle s’échappe d’un laboratoire américain de haute sécurité

  1. Cyclone au Vanuatu - Le changement climatique "a contribué" à la puissance dévastatrice du cyclone...

    (Belga) "Le président du Vanuatu, Baldwin Lonsdale, a estimé lundi que le changement climatique avait "contribué" à la puissance dévastatrice du cyclone Pam, qui a rasé des villages entiers de cet archipel du Pacifique sud et fait "six morts et plus de 30 blessés" dans la capitale Port Vila.

    Il s'exprimait sur une télévision australienne juste avant son départ de Sendai, dans le nord-est du Japon, où il participait à une conférence des Nations unies sur la prévention des catastrophes naturelles. Le dirigeant s'apprêtait à rejoindre Tokyo afin de prendre un vol pour Sydney, d'où il regagnera son pays, a indiqué à la presse un porte-parole de l'ONU, Denis McClean. Le président a par ailleurs salué la réponse rapide de la communauté internationale, après l'appel lancé samedi à la tribune, devant les représentants de 190 pays. "Il a souligné combien il était miraculeux qu'il ait été présent à Sendai quand le drame est survenu, car il a eu ainsi l'opportunité de s'adresser au monde, d'accéder aux médias et aux donateurs", a ajouté M. McClean. Sur place, l'ampleur de la catastrophe restait très difficile à évaluer, plus de 48 heures après le passage de Pam, cyclone de catégorie 5 -la plus élevée- avec des rafales de vent ayant dépassé les 320 km/h. M. Lonsdale a fait état de "six morts confirmés et plus de 30 blessés seulement à Port Vila", mais les autorités, qui ont décrété l'état d'urgence samedi, redoutent un bilan plus lourd. L'ONU a pour sa part évoqué la mort non confirmée de 44 personnes dans cet archipel aux 80 îles, l'un des pays les plus pauvres du monde, où commencent à atterrir des avions militaires étrangers chargés de nourriture et de matériel de secours.   2. After hosting parades through snowy streets and weathering storms that snarled traffic and commerce over the last few months, Boston residents have seen the snowiest winter in the city's recorded history, the National Weather Service said...

    Boston got 108.6 inches (275.8cm) of snow over the winter, surpassing the city's previous 1995-1996 record of 107.6 inches. The new record was officially set at about 7pm on Sunday, after a storm dropped 2.9 inches on the capital and largest city in Massachusetts.

    "Boston, you survived the snowiest winter on record!!!," the National Weather Service in Taunton wrote in a message on Facebook.

    The record-setting inches, the most snowfall of any season since 1872, the first year on record, came after a day of rain began melting snow piles around the city and hinted at the onset of spring.

    "Superbowls, World Series', Stanley Cups, and snowfall records. We are truly a title city," said Boston Mayor Marty Walsh, on Twitter.   3. Early reports from the outer islands of Vanuatu on Monday painted a picture of utter destruction after a monster cyclone tore through the South Pacific island nation...

    Authorities in Vanuatu were struggling to establish contact with the islands that bore the brunt of Cyclone Pam's winds of more than 300 kph (185 mph), which flattened buildings, smashed boats and washed away roads and bridges as it struck late on Friday and into Saturday.

    The government's official toll is eight dead and 20 injured but that looks certain to rise, given the extent of the damage.

    The southern island of Tanna, about 200 km (125 miles) south of the capital, Port Vila, with its 29,000 inhabitants took the full force of the category 5 storm.   5. Coastal Areas Evacuated As Cyclone Pam Hammers New Zealand

    The storm, probably the strongest cyclone to hit the region since Cyclone Zoe struck in 2002, was reclassified as "an intense tropical cyclone" early on Monday, China’s Xinhua news agency reported, citing a statement from the government's MetService weather bureau.

    The eye of the storm was 230 km east of East Cape and it still had the power to bring severe weather.

    The cyclone brought more than 200 mm of rain and gale-force winds reaching up to 145 km per hour.

    "Cyclone Pam is moving southeast and is expected to maintain its intensity, or may even intensify slightly, reaching the Chatham Islands around midday Tuesday.   9. Japan to Retire Five Old Nuclear Reactors...

    Three of Japan’s fifty nuclear reactors will be decommissioned due to old age and two more will follow suit shortly as the government seeks to reassure the public of the safety of the country's reactors which have lain idle for almost four years, NHK reported Tuesday.

    The reactors are the Nos. 1 and 2 reactors at KEPCO's Mihama nuclear power plant in Fukui Prefecture and the No. 1 reactor at Japan Atomic Power's Tsuruga plant, also in Fukui.

    The No. 1 reactor at Chugoku Electric's Shimane plant in Shimane Prefecture and the No. 1 reactor at Kyushu Electric's Genkai plant in Saga Prefecture are due to be shut down on Wednesday after more than forty years of work.

    The move would mark the first time Japanese utilities are retiring power reactors after all 50 of Japan's reactors were shut down in the wake of the March 2011 meltdown at the Fukushima No. 1 nuclear power plant.

    In early 2013 Japan introduced new safety regulations for its nuclear power plants to prevent any repetition of the 2011 disaster at the Fukushima-1 station.   12. AirAsia 8501 crash: Official search for bodies ends...

    The search for remaining bodies from a plane crash in the Java Sea ends on Tuesday night, the head of Indonesia's rescue agency has confirmed.

    The ships involved in the search will then be pulled out on Wednesday, Bambang Soelistyo told the BBC.

    AirAsia lost contact with flight QZ 8501 on 28 December as it was flying from Surabaya in Indonesia to Singapore with 162 people on board.

    The search effort has recovered 106 bodies, with 56 unaccounted for.

    Some of the families of those missing are unhappy that the search is now coming to an end.

  14. World experts to discuss biosphere reserves in Malta ...

    Malta is to host a major conference on best practices in island and coastal biosphere reserves from March 24 to 26 to help the country develop its own protected biosphere reserve, as it is currently without one.

    The conference, put on by the Maltese National Commission for UNESCO, will see international participants attend workshops to analyze biosphere reserves in their respective countries and discuss future plans.

    There are over 610 biosphere reserves in the world at present. Professor Henry Frendo, the chairman of the Maltese National Commission for UNESCO, said the closest thing to such a site in the Maltese Islands so far is Dwejra in Gozo, the second largest island in the country.

    Dwejra has the Fungus Rock, an inland sea, the azure window and various endemic fauna and flora, in addition to particular geological formations and archaeological remains.

    As the world's population grows and urbanization encroaches on natural spaces, biosphere parks are becoming all the more important 'for people and nature to co-exist,' as an added input to sustainable development, Frendo added.

    Being small, over-populated and built up, Malta "desperately need ecological open spaces where man and nature can inter-act," he said.

  15. US begins destroying its largest cache of chemical weapons...

    The U.S. Army began destroying the nation's largest remaining stockpile of chemical weapons on March 18, using explosives to rip open a container of mustard agent inside a sealed chamber and then flooding it with another chemical to neutralize it.

    It was the first few pounds of 2,600 tons of mustard agent that will be destroyed at Pueblo Chemical Depot in southern Colorado, most of it contained in about 780,000 shells.

    "Everybody's really excited, but we're being cautious, making sure all the procedures are followed exactly," said Bruce Huenefeld, manager of the first destruction process to get underway at the depot.

    Mustard agent can maim or kill by damaging skin, the eyes and airways. It's being destroyed under a 1997 international treaty banning all chemical weapons. It will take four years to destroy the Pueblo stockpile.

    Another 523 tons of mustard and deadly nerve agents are stored at Blue Grass Army Depot in Kentucky. Blue Grass isn't expected to start destroying its weapons until 2016 or 2017, finishing in 2023.

  16. Θα είναι δύσκολο για ένα Βοστωνέζο να το πιστέψει, αλλά ο φετινός χειμώνας ήταν για τον πλανήτη ο θερμότερος στη σύγχρονη ιστορία, σύμφωνα με τη στοιχεία της αμερικανικής Υπηρεσίας Ωκεανών και Ατμόσφαιρας (NOAA)...

    Βάσει των στοιχείων αυτών, κατά την περίοδο ανάμεσα στον Δεκέμβριο 2014 έως το Φεβρουάριο 2015 η μέση θερμοκρασία παγκοσμίως ήταν 0,79 βαθμούς Κέλσιου υψηλότερη από το μέσο όρο το 20ού αιώνα.

    Πρόκειται για την υψηλότερη μέση θερμοκρασία που έχει καταγραφεί από το 1880, οπότε υπάρχουν επίσημα στοιχεία. Εμφανής στο σχετικό χάρτη με τις θερμοκρασίες σε ξηρά και θάλασσα είναι η ψυχρή εξαίρεση της ανατολικής βόρειας Αμερικής, όπου σημειώθηκε ρεκόρ χιονοπτώσεων. Γενικώς οι μέσες θεοκρασίες του 2015 κινούνται σε επίπεδα ρεκόρ, με τον περασμένο Φεβρουάριο να αποτελεί το θερμότερο από το 1998. Υπενθυμίζεται ότι σύμφωνα με τα επίσημα στοιχεία της NOAA και της NASA, το 2014 ήταν το θερμότερο έτος στη σύγχρονη ιστορία.

  17. Οδηγίες προφύλαξης από το φαινόμενο της μερικής έκλειψης ηλίου...

    Σοβαρούς κινδύνους εγκυμονεί η παρατήρηση με γυμνούς οφθαλμούς του φαινομένου της έκλειψης ηλίου, που θα γίνει αύριο, αναφέρει το υπουργείο Υγείας, συστήνοντας την αποφυγή έκθεσης των παιδιών στην παρατήρηση του φαινομένου.

    Σύμφωνα με ανακοίνωση του Εθνικού Αστεροσκοπείου Αθηνών, η μερική έκλειψη ηλίου θα είναι ορατή και στη χώρα μας, με το φαινόμενο να διαρκεί από τις 10:39 π.μ. έως και τις 12:49 μ.μ., ενώ το μέγιστο της έκλειψης θα λάβει χώρα στις 11:43 π.μ.

    Στις οδηγίες προφύλαξης που εξέδωσε ο Γενικός Γραμματέας Δημόσιας Υγείας, Γιάννης Μπασκόζος, αναφέρεται ότι η παρατήρηση του φαινομένου της έκλειψης ηλίου με γυμνούς οφθαλμούς εγκυμονεί σοβαρούς κινδύνους, καθώς η έκθεση σε υψηλά επίπεδα υπεριώδους ακτινοβολίας δύναται να προκαλέσει εγκαύματα στον αμφιβληστροειδή.

  18. European Union leaders agreed on Thursday to reinforce transparency in natural gas contracts with external suppliers such as Russia...

    The European Council said in a statement on Thursday that the bloc is committed to "ensuring full compliance with EU law of all agreements related to the buying of gas from external suppliers, notably by reinforcing transparency of such agreements and compatibility with EU energy security provisions."

    "As regards commercial gas supply contracts, the confidentiality of commercially sensitive information needs to be guaranteed," the statement said.

    European Council President Donald Tusk said after the talks on Thursday: “An effective energy union can fundamentally improve the situation in Europe by ensuring cheap, safe and sustainable energy for all.”

    “We have just taken a big step forward,” he added.

    EU heads of government held discussions for the first time on developing closer energy ties on Thursday in Brussels.

    "It was a good first discussion, and a tough discussion, about a project that has great potential," Tusk said.

  20. Tripartite natural gas talks in the EU-Russia-Ukraine format have confirmed the safety of gas transit to Europe, European Commission Vice President for Energy Union Maros Sefcovic said after the meeting on Saturday....

    "We’ve had a constructive meeting on the further action after the ‘winter package’ expires. I am pleased that the parties have agreed on further steps. This gives us the basis for working towards an interim agreement pending the Stockholm arbitration decision. In addition, I am convinced that the flow of transit gas to the EU will remain safe," he said.

    High Representative of the European Union for Foreign Affairs and Security Policy Federica Mogherini said for her part that the meeting was highly important.   21. Inaugural trilateral EU-Russia-Ukraine meeting on gas...

    The European Commission hosted today the inaugural meeting of the trilateral talks with Ukraine and the Russian Federation on the follow-up to the Winter Package.

    Vice-President Maroš Šefčovič chaired the talks which brought together the Minister for Energy of the Russian Federation Alexander Novak and the Ukrainian Minister for Energy and Coal Industries Vladimir Demchyshyn.

    The Winter Package on gas supplies to Ukraine signed between the three sides on 30 October 2014 ends on 31 March 2015.

    At the end of today's talks Vice-President Šefčovič said: "We have held a constructive first meeting on the follow-up to the Winter Package. I am happy that the parties were able to agree on a joint statement and on the steps forward. On this basis we can work towards a bridging agreement until the Stockholm Arbitration Tribunal settles the disputed issues.   23. Chemical spill sparks fear of toxic fumes near Montreal...

    Residents of a Montreal suburb have been told to stay in their homes after a chemical spill at an industrial factory may have released toxic fumes into the air.

    The chemical spill happened at about 10 a.m. at the Kronos pigment manufacturing plant in Varennes, Que., a suburb just across the St. Lawrence River from the island of Montreal.

    A titanium tetrachloride spill at the facility produced a visible plume of white smoke in the area.

    Authorities raised concerns that toxic fumes from the spill may spread through the wind to neighbouring municipalities like Repentigny, Lachenaie and Riviere Des Prairies.

    Varennes residents within a one-kilometre radius of the facility have been told to stay in their homes.

    Nearby Highway 132 was closed in both directions.

    Quebec's environmental agency is evaluation the situation, but no evacuation orders have been issued.

    Kein Beweis, aber immerhin neue Indizien: Der Golfstrom hat sich einer Studie zufolge im Laufe des 20. Jahrhunderts möglicherweise doch verlangsamt – und zwar so stark wie seit tausend Jahren nicht.   26. 'Largest ever asteroid impact' found in Australia...

    Scientists in Australia have discovered what they say is the largest asteroid impact area ever found.

    The 400-kilometre (250-mile) wide area is buried deep in the earth's crust and consists of two separate impact scars.

    The team behind the discovery, from the Australian National University (ANU), said the asteroid broke into two before it hit, with each fragment more than 10km across.

    The impact is thought to have occurred at least 300 million years ago.

    The surface crater has long since disappeared from central Australia's Warburton Basin but geophysical modelling below the surface found evidence of two massive impacts, said Dr Andrew Glikson, who led the ANU team.

    "It would have been curtains for many life species on the planet at the time," said Dr Glikson.

    But the team, which published its findings in the geology journal Tectonophysics, has not been able to connect the impact to any known extinction.

    Σύσκεψη «έκτακτης ανάγκης» πρόκειται να πραγματοποιηθεί το απόγευμα στο διοικητήριο της Περιφερειακής Ενότητας Σερρών, παρουσία όλων των δημάρχων και των φορέων του νομού, προκειμένου να αντιμετωπιστεί η δυσμενής κατάσταση στην οποία βρίσκεται ο νομός Σερρών, μετά τις συνεχείς βροχοπτώσεις και τα ασυγκράτητα πλέον νερά του ποταμού Στρυμόνα, που απειλούν να πλημμυρίσουν όλο τον νομό.

  37. Πλημμύρες στις Σέρρες, σε απόγνωση οι αγρότες...

    Το "πληγωμένο" ανάχωμα στον οικισμό Αχινού του Δήμου Βισαλτίας, στις Σέρρες, δεν άντεξε τη μεγάλη πίεση του νερού που δέχθηκε και έσπασε, πλημμυρίζοντας χωράφια και βυθίζοντας σε απόγνωση τους αγρότες της περιοχής.

    Όπως δήλωσε στο Αθηναϊκό Πρακτορείο ο πρόεδρος του τοπικού διαμερίσματος Αχινού Ανέστη Κεμανιτζόγλου, «η επιδείνωση της κατάστασης είναι ραγδαία καθώς παρά τα αναχώματα που έχουν κατασκευαστεί από άνδρες του στρατού και της δημοτικής αρχής, οι κτηνοτροφικές μονάδες της περιοχής βρίσκονται σε άμεσο κίνδυνο, ενώ ήδη έχουν απομακρυνθεί τα ζώα από μία κτηνοτροφική μονάδα».

    Την ίδια ώρα, προβληματισμό προκαλεί στις αρμόδιες αρχές του δήμου Εμμανουήλ Παππά, όπου έχουν ήδη πλημμυρίσει 20.000 στρέμματα, το σπασμένο ανάχωμα στο Πεθελινό, με τον δήμαρχο Δημήτρη Νότα να εκτιμά πως «αργά το μεσημέρι αναμένεται να αυξηθεί ο όγκος νερού που πλησιάζει στην περιοχή».

    A landslide in the Himalayan region of Kashmir buried at least 10 people while they were sleeping, police said on Monday, as unseasonal rains swept India, damaging crops and raising fears of flash floods in the mountainous north.

    Hundreds of people fled their homes as Kashmir's main rivers began to swell and weather forecasters predicted further downpours in the region that was struck by devastating floods seven months ago.

    A hillside collapsed onto a house in a village about 40 kms (25 miles) from the capital Srinagar, where three families were sleeping on Monday morning, according to Mushtaq Ahmad, a neighbor. Army and police used diggers and shovels to locate any survivors."It was a huge landslide, the entire house is covered in earth," Ahmad said. "The chance of finding everyone alive is unlikely."

  39. At least 17 people were killed in flash floods that hit a normally arid region of northern Chile last week, and about the same number remain missing, authorities said Monday...

    The latest death toll from the devastating floods was released after five more bodies were found late Sunday and early Monday, as rescue workers continued dealing with the aftermath of the torrential rains in Atacama region, home to the world's driest desert.

    Chilean President Michelle Bachelet had warned at the weekend that the situation in the area was "bleak" and that the death toll was likely to rise.

    Those who lost their homes in the floods included several of the 33 miners who were trapped underground in the same region for more than two months in 2010, then rescued in an operation that captured worldwide attention.

    Des experts de l'Agence internationale de l'énergie atomique (AIEA) vont revenir à la centrale accidentée de Fukushima en avril, à la demande des autorités nippones, en raison de nouveaux problèmes d'eau contaminée survenus après leur passage en février, a annoncé le gouvernement du Japon.

    Les spécialistes de l'organisation devaient prochainement compiler un rapport final à la suite de leur précédente mission, mais les avaries récentes constatées nécessitent des explications complémentaires, a jugé le ministère japonais de l'Industrie.

    Les experts seront au Japon du 17 au 21 avril pour rencontrer des responsables nippons de l'Agence de l'énergie ainsi que de la compagnie géante du site, Tokyo Electric Power (Tepco).

    Ils se rendront aussi directement dans le complexe atomique Fukushima Daiichi ravagé par le séisme et le tsunami du 11 mars 2011.

    Νέος κανονισμός που προωθεί η Ευρωπαϊκή Ένωση θα απαγορεύσει την «αισχρή πρακτική» της διάλυσης ευρωπαϊκών πλοίων σε παραλίες της Νοτιοανατολικής Ασίας, μια πρακτική που μολύνει τις ακτές και τα νερά και θέτει σε κίνδυνο τους ντόπιους εργάτες.

    Από τα 1.026 ποντοπόρα πλοία που ανακυκλώθηκαν το 2014, τα 641 διαλύθηκαν σε παραλίες της Ινδίας, του Μπαγκλαντές και του Πακιστάν, δείχνουν τα στοιχεία της μη κυβερνητικής οργάνωσης Shipbreaking Platform, η οποία ασκεί πιέσεις για τον τερματισμό της επικίνδυνης πρακτικής.

    Δεξαμενόπλοια, αλιευτικά, κρουαζιερόπλοια και άλλα γερασμένα πλοία προσαράζουν σε ακτές και διαλύονται από εκατοντάδες ανειδίκευτους εργάτες με πρόχειρα εργαλεία. Όταν έρθει η παλίρροια, τα χημικά διαρρέουν στο νερό.

    Και δεν είναι μόνο το περιβάλλον που απειλείται: περίπου 470 εργάτες έχουν σκοτωθεί την τελευταία 20ετία στα πρόχειρα διαλυτήρια των ακτών του Αλάνγκ Σόσια στο κρατίδιο του Γκουτζαράτ στην Ινδία, σύμφωνα με εκτίμηση του Ινστιτούτου Κοινωνικών Επιστημών «Τάτα» στο Μουμπάι. Περίπου 35.000 εργάτες, οι περισσότεροι ανειδίκευτοι μετανάστες, εργάζονται εκεί.
