Japan on Saturday (Jan 17) marked the 20th anniversary of the Kobe earthquake that killed more than 6,400 people with renewed calls for the quake-prone nation to stay vigilant against the next 'Big One'.

More than 14,000 people gathered to commemorate the victims in the western port city of Kobe, where a 7.2-magnitude quake hit at 5.46am on Jan 17, 1995. The quake, which killed 6,434 people, levelled much of the city and sparked a major review of quake preparedness in the island-nation that suffers about one fifth of the world's most powerful tremors....................   1. Days of blizzards and icy rain have disrupted traffic, collapsed houses and decimated crops in central Chinese provinces, local authorities said...

    Hubei Province on Saturday reported direct economic losses of 160 million yuan (25.6 mln US dollars) after 188 houses collapsed and 28,000 hectares of crops were affected by the snowstorm that started on Tuesday.

    The snow has affected 336,000 people, 495 of whom had to be relocated, according to the Department of Civil Affairs of Hubei Province.

    Snows and rains also continued to pelt Hunan Province, which neighbors Hubei, blocking several highways and cutting vegetable supplies in cities.

    Guizhou Province in southwest China also issued warning of ice-coated road as a result of freezing rain. Its traffic and police authorities have initiated emergency responses to ensure traffic flows on highways.

    Central and southern parts of China often see snow and freezing rain in January, creating complications for the annual Spring Festival travel rush, when China's road and railway systems struggle to cater to hundreds of millions of passengers heading home for family get-togethers.

    The rush period this year will begin on Feb. 4 and last until March 16. The Spring Festival, or Chinese New Year, falls this year on Feb. 19.

  2. Αισιόδοξα εξακολουθούν να είναι αρμόδια στελέχη του υπουργείου Παραγωγικής Ανασυγκρότησης, Περιβάλλοντος και Ενέργειας για την εξέλιξη του διαγωνισμού υδρογονανθράκων στις τρεις χερσαίες περιοχές της Δ. Ελλάδας....

    Οι προσφορές αναμένεται να κατατεθούν κανονικά στις 6 Φεβρουαρίου και στελέχη που βρίσκονται σε επικοινωνία με την πετρελαϊκή αγορά διαψεύδουν κατηγορηματικά τα δημοσιεύματα περί αποχώρησης ηχηρών ονομάτων. Τις προσφορές αναμένει και ο αρμόδιος υπουργός, Παναγιώτης Λαφαζάνης, με πρόθεση να μη διακόψει την όλη διαδικασία στον βαθμό που αξιολογήσει ότι τα αποτελέσματα είναι υπέρ του δημοσίου συμφέροντος.

  3. Σε κατάστασης έκτακτης ανάγκης έχει κηρυχθεί η Ήπειρος και η Ευρυτανία έπειτα από τις τεράστιες καταστροφές που προκλήθηκαν από τις βροχοπτώσεις, τις πλημμύρες και τις κατολισθήσεις που ακολούθησαν...

    Σημειώνεται ότι εκκενώθηκε το χωριό Κρίκελλος του δήμου Καρπενησίου, ενώ με προβλήματα διεξάγεται η κυκλοφορία στο επαρχιακό οδικό δίκτυο σε όλη την επικράτεια.

  4. "Πλημμύρισε" η Εγνατία Οδός στην Κοζάνη-Προβλήματα και σε Κιλκίς, Καστοριά, Πέλλα, Ημαθία και Φλώρινα...

    Κλειστή, από νωρίς το πρωί εξακολουθεί να παραμένει η Εγνατία Οδός και στα δύο της ρεύματα, στο τμήμα από Καλαμιά έως Κοίλα, του νομού Κοζάνης-στο 200ο χιλιόμετρο-λόγω της ανόδου της στάθμης του νερού, μετά την χθεσινοβραδινή ισχυρή βροχόπτωση. Η κυκλοφορία των οχημάτων διεξάγεται μέσω της παλαιάς Εθνικής Οδού, Κοίλων – Βατερού.

  5. En Chine, 90 % des grandes villes ne respectent pas les normes de pollution...

    Si les données brutes ne le laissent pas transparaître, la « guerre à la pollution » menée par les autorités chinoises commençeraient cependant à porter ses fruits. C'est en tout cas ce qu'estime le ministère de la protection environnementale. Selon les chiffres dévoilés lundi 2 février, près de 90% des grandes villes du pays ne sont pas parvenues à respecter les normes de qualité de l'air en 2014, une proportion inquiétante qui est toutefois en amélioration par rapport à 2013.

  6. Mozambique: 159 morts dans les inondations...

    (Belga) Les inondations qui ont ravagé le centre et le nord du Mozambique en janvier ont fait 159 morts et près de 160.000 sinistrés, selon un nouveau bilan publié lundi, alors que le regain de précipitations ces derniers jours pourrait provoquer de nouvelles crues.

    "On dénombre désormais 158.000 sinistrés, la Zambézie (centre) étant toujours la province la plus touchée, avec 134 morts et 125.000 personnes affectées depuis le 12 janvier dernier", a indiqué Rita Almeida, porte-parole de l'Institut national de gestion des catastrophes naturelles (INGC). Le gouvernement mozambicain avait déclaré l'état d'urgence dans la région le 12 janvier quand le fleuve Licungo, sortant de son lit, avait coupé le pays en deux. La Direction nationale des eaux (DNA) continue de suivre de près l'augmentation du niveau des cours d'eau, alors que les fortes précipitations de ce week-end pourraient causer de nouvelles crues, s'est inquiétée Rita Almeida. Au chapitre des bonnes nouvelles, Electricité de Mozambique (EDM) doit rétablir le courant mardi dans le centre et le nord du pays ou quelque 350.000 foyers sont privés d'électricité depuis trois semaines, selon le journal proche du pouvoir Noticias. S'il est encore trop tôt pour évaluer l'impact économique global de ces inondations --la saison des pluies devant se poursuivre jusqu'en mars-- la Standard Bank sud-africaine a d'ores et déjà revu ses prévisions de croissance du PIB mozambicain à 6,5% en 2015, contre 7,5% précédemment.   7. L'intelligence artificielle inquiète les grands cerveaux contemporains...

    Plusieurs personnalités de renom, comme le multimilliardaire Bill Gates et le très médiatique physicien Stephen Hawking, mettent en garde contre les dangers de l’intelligence artificielle, une avancée qui menacerait l’humanité.

    Qu’ont en commun Bill Gates, l’homme le plus riche au monde, Stephen Hawking, le plus célèbre des physiciens et Elon Musk, le roi des voitures électriques et pionnier du tourisme spatial ? Ils craignent tous que l’intelligence artificielle (IA) se transforme en menace pour l’homme.

    "Je suis de ceux qui redoutent la montée en puissance des superintelligences et je ne comprends pas qu’on puisse ne pas être inquiet", a, ainsi, affirmé Bill Gates lors d’un échange avec des internautes sur le site Reddit, jeudi 29 janvier. Le fondateur de Microsoft et inventeur de Windows rejoint ainsi un cortège de plus en plus peuplé de personnalités qui mettent en garde contre la montée en puissance des IA.

    Fin de l’humanité ?

    Stephen Hawking a ouvert le bal des hostilités en novembre 2014. Sur un ton quasi-apocalyptique, il avait assuré à la chaîne britannique BBC que "le développement d’une intelligence artificielle pourrait mettre fin à l’humanité". Clive Sinclair, inventeur britannique et pionnier de l’informatique, voit également l’avenir en noir.   8. L'offensive hivernale a déjà causé la mort de 11 personnes aux Etats-Unis...

    Une nouvelle offensive hivernale a provoqué la mort d'au moins 11 personnes aux Etats-Unis ces derniers jours. La plupart des victimes sont décédées dimanche et lundi dans des accidents de voiture causés par les conditions météorologiques hivernales qui sévissent sur la côte est et dans le Midwest, selon des chaînes de télévision.

    Un homme est mort d'une défaillance cardiaque dans l'Ohio alors qu'il dégageait la neige devant chez lui et une personne de 67 ans est décédée d'hypothermie dans l'Iowa.

    Les fortes chutes de neige qui ont touché les régions situées entre Chicago et Boston ont laissé des dizaines de milliers de gens sans électricité pendant un certain temps. Plus de 400 vols ont dû être annulés sur tout le pays et 400 autres ont accusé du retard. Les services météo s'attendent à une diminution des chutes de neige pour mardi. Une période de froid intense s'installera cependant à la suite de cette zone de précipitations qui s'est déplacée vers le Canada.

    La tempête de neige Juno avait paralysé d'importantes zones sur la côte est la semaine dernière. Cette fois, ce sont surtout les métropoles de Chicago et de Boston qui ont été touchées. Les écoles resteront fermées à Boston mardi. Le défilé organisé en faveur des New England Patriots, vainqueurs du Super Bowl dimanche, a été reporté à mercredi en raison de la météo.

  9. Greece wants more money for Trans-Adriatic Pipeline gas transit bypassing Russia...

    The Greek government supports the construction of the Trans-Adriatic Pipeline (TAP), however, believes that the profit that Greece may get from the natural gas transit through the pipeline via Greek territory is insufficient, Greek Production, Reconstruction, Environment and Energy Minister Panagiotis Lafazanis said on Wednesday.

    The Trans-Adriatic Pipeline is an integral part of the EU-lobbied "Southern gas corridor" to transport natural gas from Azerbaijan, bypassing Russia. The project envisages natural gas pumping from the Caspian and later Middle East regions to Western Europe via the Turkish gas network. The pipeline’s throughput capacity is 10 billion cubic meters of gas per year. Gas production within the project framework is expected to be launched in 2017-2018.

    "We have doubts concerning TAP transit conditions in regard to Greek interests," said the minister. "We support the TAP pipeline laying on our territory, it will benefit the country as it helps ensure energy security and energy sufficiency in the wider European region." According to Lafazanis, the government seek to get more benefits from TAP for Greece and certainly for Azerbaijan.   10. Eπιδείνωση της κατάστασης όσον αφορά την επιβάρυνση του θαλάσσιου περιβάλλοντος στην Καλντέρα της Σαντορίνης από το ναυάγιο του Sea Diamond δείχνουν τα αποτελέσματα των μετρήσεων που πραγματοποίησε το Πανεπιστήμιο Κρήτης...

    Διαπιστώθηκαν υψηλές συγκεντρώσεις βαρέων μετάλλων και τοξικών ουσιών όπως κάδμιο -η συγκέντρωση του οποίου σε κάποια δείγματα ήταν 1.000 φορές μεγαλύτερη των θεσμοθετημένων ορίων για θαλάσσια ύδατα- και τοξικό νικέλιο. Οι μετρήσεις πραγματοποιήθηκαν από το Πολυτεχνείο Κρήτης στο πλαίσιο προγράμματος «Παρακολούθησης και ελέγχου των επικίνδυνων και τοξικών ουσιών από το ναυάγιο του Sea Diamond» που εφάρμοσε το τμήμα Μηχανικών Περιβάλλοντος υπό την εποπτεία του καθηγητή Ευάγγελου Γιδαράκου. Η συγκεκριμένη ομάδα είχε πραγματοποιήσει μετρήσεις και το 2010-2011 προκειμένου να ανιχνευτεί η ρύπανση στην περιοχή πέριξ του ναυαγίου, ωστόσο τα επόμενα χρόνια οι μετρήσεις λόγω έλλειψης κονδυλίων διακόπησαν. Το 2014 η περιφέρεια Νοτίου Αιγαίου ζήτησε από την ομάδα των επιστημόνων να πραγματοποιήσει εκ νέου μετρήσεις προκειμένου να διαπιστωθεί η εξέλιξη της ρύπανσης στην περιοχή. Δείγματα από τα ιζήματα και τα ψάρια (Μάιος 2014 και Οκτώβριος 2014) έδειξαν, όπως τονίζει στην «Κ» ο καθηγητής κ.   11. Στα όρια συναγερμού παραμένει η στάθμη του Έβρου ...

    Μια ακόμα νύχτα αγωνίας ετοιμάζονται να περάσουν οι κάτοικοι και οι τοπικές αρχές κατά μήκος του ποταμού Έβρου, καθώς η στάθμη των νερών συνεχίζει να παραμένει σε υψηλά επίπεδα, στα όρια του συναγερμού.

    Ωστόσο, όπως εξηγείο αντιπεριφερειάρχης Έβρου Δημήτρης Πέτροβιτς, "η κατάσταση δείχνει να σταθεροποιείται σε κάποιο βαθμό".

    "Είναι όμως σημαντικό να δούμε πως θα κυλήσει η αποψινή νύχτα και αν θ' αντέξουν τα αναχώματα σε περιοχή όπου υπάρχει κίνδυνος να εκδηλωθούν πλημμυρικά φαινόμενα, όπως το Πύθιο, τα Λάβαρα και η Μάνδρα", λέει μιλώντας στο ΑΠΕ - ΜΠΕ .

    Alzheimer’s disease and dementia affect nearly 36 million people, including more than 747,000 Canadians. These incurable diseases literally shrink the brain as they eat away at memory and other mental faculties.

    The cause of these conditions, apart from age, isn’t well understood.     (Reuters) - Japan's government is aiming to restart a nuclear reactor by around June following a lengthy and politically-sensitive approval process in the wake of the Fukushima disaster, sources familiar with the plans said.

    Prime Minister Shinzo Abe's government has been pushing to bring some of the country's reactors back online after all 48 closed following meltdowns at the Fukushima Daiichi plant in March 2011, arguing they are key to economic growth.

  14. Έβρος: Εσπασαν αναχώματα - Εκκενώνονται χωριά...

    Στην έδρα του δήμου Σουφλίου μεταφέρονται, αυτή την ώρα, με λεωφορεία, κάτοικοι των Λαγυνών, που εκκενώθηκε, καθώς έσπασαν τα αναχώματα στην κοίτη του ποταμού Έβρου και τα νερά, με μεγάλη ορμή, μπήκαν στον οικισμό και άρχισαν να απειλούνται κατοικημένες περιοχές.

    Τα τεχνικά συνεργεία καταβάλουν προσπάθειες, με την κατασκευή αναχωμάτων, ώστε να εμποδίσουν την είσοδο των νερών.

  15. Εντονη ανησυχία συνεχίζει να επικρατεί στον Έβρο από τη συνεχιζόμενη αύξηση στη στάθμη των νερών του ποταμού. Το ενδιαφέρον όλων των τοπικών αρχών και των κατοίκων επικεντρώνεται αυτή την ώρα στον οικισμό Πόρος, ο οποίος εκκενώθηκε για προληπτικούς λόγους...

    Ο μεγάλος υδάτινος όγκος, που κατευθύνεται στο νότιο τμήμα του ποταμού σε συνδυασμό με τις βροχοπτώσεις που ξεκίνησαν από το μεσημέρι, προβληματίζουν τις αρχές που εκπονούν σχέδιο κατασκευής αναχώματος σε καίριο σημείο του οικισμού, ώστε να εμποδίσουν την εισροή νερών και να αποτρέψουν μικρό ή μεγάλο πλημμυρικό επεισόδιο.

    Την ίδια ώρα, αισιόδοξα είναι τα μηνύματα από τον οικισμό Λαγυνά, ο οποίος εκκενώθηκε από νωρίς το πρωί και μέχρι αυτή την ώρα, όπου πλημμύρισαν μερικές δεκάδες σπίτια και χιλιάδες στρέμματα καλλιεργήσιμων εκτάσεων.   16. Grecia invita a Rusia a participar en la exploración de hidrocarburos...

    El ministro griego de Reconstrucción Productiva, Medio Ambiente y Energía, Panagiotis Lafazanis, y el director general del holding geológico ruso, Rosgueologuia, Román Panov, debatieron el viernes las perspectivas de cooperación entre Grecia y Rusia en la prospección geológica y la construcción de centrales geotérmicas.

    Según informó este sábado a Sputnik una fuente cercana a las negociaciones, se trató de que "la parte rusa podría efectuar prospecciones geológicas en Grecia con el fin de detectar y estudiar yacimientos de hidrocarburos".

    Anteriormente, la compañía noruega PGS hizo tal trabajo en el mar Jónico y un sector situado al sur de Creta.

    Lafazanis anunció que su ministerio abrirá concurso con el fin de otorgar la concesión para realizar la prospección geológica y probablemente organizar la extracción en 20 sectores de esta zona.

  17. Fire crews increased containment of a wind-driven wildfire that destroyed 40 homes, but they said Sunday that they still didn't know when residents evacuated from two small California towns at the eastern base of the Sierra Nevada would be able to return home...

    Dozens of power poles have come down in the communities of Swall Meadows and Paradise, creating hazards for the roughly 250 residents who have been evacuated, California Department of Forestry and Fire Protection Capt. Liz Brown said. Crews were assessing trees in the two communities on Sunday to ensure they wouldn't come down.

    "We would love to shoot for today, but I don't know," Brown said of the prospect of lifting evacuation orders. "Once it's open, it's open.   19. Las reservas de gas en los depósitos subterráneos de Europa han alcanzado el mínimo de diez años, escribe este martes el periódico Novie Izvestia...

    El domingo pasado, 8 de febrero, el nivel de las reservas de combustible en los depósitos subterráneos registró el 49,51% de su valor máximo. Anteriormente el nivel más bajo fue registrado ese mismo día en 2011.

    La sustracción del gas de los depósitos europeos avanza a ritmos acelerados, los meteorologistas pronostican en febrero y marzo unas temperaturas más bajas que el año anterior.

  20. Οι έντονες βροχοπτώσεις του περασμένου δεκαημέρου σε ολόκληρη τη χώρα, οδήγησαν σε επίπεδα ρεκόρ από το 2011, την υδροηλεκτρική παραγωγή...

    Και αυτό καθώς η αύξηση των υδάτινων αποθεμάτων στους ταμιευτήρες της ΔΕΗ οδήγησε σε αύξηση της ηλεκτροπαραγωγής για λόγους ασφαλείας, με αποτέλεσμα το 21% της ζήτησης να καλύπτεται από τους υδροηλεκτρικούς σταθμούς. Σημειώνεται, ότι το 61% της συνολικής ζήτησης καλύπτεται από υδροηλεκτρικά, ΑΠΕ, η παραγωγή των οποίων είναι επίσης αυξημένη, αλλά και από εισαγωγές.

    Τα μερίδια του λιγνίτη περιορίζονται στο 30% και του φυσικού αερίου στο 9%, ενώ η Οριακή Τιμή του Συστήματος υποχώρησε την περασμένη εβδομάδα στα χαμηλά επίπεδα των 52,15 ευρώ η μεγαβατώρα, περιορίζοντας σημαντικά το κόστος για τη ΔΕΗ, που αποτελεί τον βασικό προμηθευτή της αγοράς με μερίδιο περίπου 97%.

  21. Le prototype d'avion spatial européen lancé depuis Kourou...

    Conçu pour tester des technologies développées par l'ESA, le prototype de navette spatiale européenne a été lancé mercredi dans le cadre d'un projet réunissant la Belgique, l'Espagne, la France, l'Irlande, l'Italie, le Portugal et la Suisse.

    Le premier avion suborbital européen IXV a été lancé depuis le centre spatial de Kourou, en Guyane française, à l'aide d'une fusée-porteuse de type Véga, a annoncé mercredi l'Agence spatiale européenne (ESA).

    Le vol, qui durera 100 minutes, est diffusé en temps réel sur le site internet de l'ESA.

    L'IXV (Intermediate eXperimental Vehicle) a été conçu pour tester les technologies retenues par l'ESA en vue de développer de nouvelles navettes spatiales. Long de 5 mètres, large de 2,2 mètres et haut de 1,5 mètres, ce véhicule expérimental non habité pèse près de deux tonnes. Il est alimenté en énergie à l'aide de piles spéciales.     Francesco Schettino, former captain of the Costa Concordia, could be given up to 26 years in prison on charges of causing the shipwreck in which 32 people died when the huge cruise ship ran aground and sank in January 2012.

    A court in Grosseto, Italy, may hand down a verdict as early as Wednesday evening for Schettino, 54, on charges of multiple manslaughter, causing a shipwreck and abandoning his ship, defense lawyers said.

  28. Rescuers reach fishing boat stuck in Antarctic ice...

    Rescuers today (Feb 14) reached a fishing boat with 26 people aboard trapped in ice near Antarctica and plan to use an unmanned underwater vehicle to assess the damage to it.

    The US Coast Guard icebreaker Polar Star traveled several hundred nautical miles through heavy ice to reach the Antarctic Chieftan.

    Authorities said the Australian fishing boat suffered damage to three of its four propeller blades and lost its ability to maneuver after becoming stuck in the ice Wednesday.

    Polar Star cmmanding officer Captain Matthew Walker said in a statement that the conditions were more formidable than expected, with heavy snow and large icebergs.

    “We are on scene and progressing well with the rescue,” he said.

    Er versorgte Astronauten mit Ausrüstung, Lebensmittel und Wasser - nun soll "Georges Lemaitre" am Sonntag in der Erdatmosphäre verglühen.

    Seine Aufgaben sind erledigt: Der europäische Raumtransporter "Georges Lemaitre" hat sich am Samstag von der Internationalen Raumstation ISS abgekoppelt. Damit endet das europäische Versorgungsprogramm der Internationalen Raumstation ISS. Beladen mit Abfall hat sich der unbemannte Frachter am Samstag von der ISS getrennt und soll bereits am Sonntag in der Erdatmosphäre verglühen.
    Wichtiger Versorgungs-Lieferant

    Im vergangenen August hatte das rund zehn Meter lange "Automated Transfer Vehicle" (ATV) fast sieben Tonnen Ausrüstung ins All gebracht. Es versorgte damit auch den deutschen Astronauten Alexander Gerst mit Wasser und Lebensmitteln. Der nach dem belgischen Begründer der Urknalltheorie benannte Transporter "Georges Lemaitre" war wie seine vier Vorgänger im Bremer Airbus-Werk für das Versorgungsprogramm der europäischen Weltraumagentur Esa gebaut worden. Eine Ariane-Rakete hatte ihn vom Weltraumbahnhof Kourou in Französisch-Guayana ins All gebracht. Das erste ATV "Jules Verne" war im März 2008 gestartet. Alle Raumfrachter verglühten am Ende ihres Einsatzes.
