Kiev talks on gas go on, Ukraine's Energy Ministry reports

The three-sided talks on gas are going on in Kiev, an official in the press service of the Ukrainian Ministry of Energy and the Coal Industry told ITAR-TASS early Monday.

"The talks are going on," the Ministry official said without specifying either venue of the meeting or its participants.

According to unconfirmed information, the talks with the participation of representatives of Russia, Ukraine, and the European Union are being held in the building of Ukraine's Cabinet of Ministers, not at Kiev-based Hilton Hotel, as was announced earlier. Media people were not allowed to be present at the talks.


The deadline for the introduction of a prepayment mode for Ukraine expires at ten a.m., Moscow time, on Monday unless Gazprom receives $1.950 billion from Naftogaz in repayment of the debt for November-December 2013 and repayment of the debt for the April and May of this year.

Lights are on on the 6th floor of the building where the meeting is taking place, an Itar-Tass correspondent reports from a place in the environs of the building in downtown area.

  • At about 01:10, Moscow time, EU Commissioner for Energy Guenther Oettinger re-joined the talks. He had adjourned from the negotiating process for some time earlier.
The talks are off limits to the press. Media people are keeping vigil near the main entrance to the government building. None of negotiators came out to meet them so far.

  1. Russia's Gazprom says Ukraine fails to pay debt by deadline...

    (Reuters) - Russia's Gazprom GAZP.MM said on Monday Ukraine had failed to pay at least part of its gas debts by a 0600 GMT deadline and would now have to pay up front for deliveries.

    It said in a statement that Ukraine's state-controlled Naftogaz had also failed to pay for June deliveries, suggesting supplies could now be cut.

    "Today, from 10:00 a.m. Moscow time, Gazprom, according to the existing contract, moved Naftogaz to prepayment for gas supplies ... Starting today, the Ukrainian company will only get the Russian gas it has paid for," it said.

  2. In full compliance with the effective contract, Russia’s Gazprom has introduced pre-payment for gas supplies to Ukraine’s oil and gas company Naftogaz, as follows from the company’s news release.

    “The decision is made bacuse of chronic non-payment by Naftogaz of Ukraine. The overdue debt for supplied Russian gas stands at $4.5 billion — $1.5 billion for November-December 2013, and $3 billion for April-May 2014,” the news release says.

    The deadline for Naftogaz of Ukraine's transfer of $1.95 billion payment to Gazprom has expired at 10.00 am Moscow time, and no payment was received by the Russian gas company.

    Further action on Ukraine's gas debt

    The decision on further action regarding Ukraine's gas debt to Russia will be made after Gazprom's CEO Alexei Miller presents a report on the situation to the Russian President Vladimir Putin, Russian Deputy Prime Minister Arkady Dvorkovich said at the World Petroleum Congress on Monday.

    Gas to European consumers will be supplied in full, Gazprom's Sergei Kupriyanov said. Taek and pay contract is still effective despite the introduction of prepayment system for Ukraine, Kupriyanov noted.

    Reverse gas supplies

  3. However, EU Energy Commissioner Guenther Oettinger, who attended the talks, said he was "not pessimistic" about a deal....

    He said he would continue to work for an agreement despite his compromise proposal, that Kiev pay $1bn on Monday and the rest in instalments, being rejected by Gazprom.

    Mr Oettinger later added that Ukraine intended to fill its gas transit commitments to the EU and he was also confident that Russia would meet its gas supply pledges to Europe.

    Ukraine's discounted rate for gas was axed in April after Moscow accused Kiev of failing to pays its bills.

    On Monday, Gazprom stressed that it would continue to supply European consumers with gas at "full volume" and that it was Ukraine's responsibility to make sure the gas transited through the country.

    However, correspondents say the EU could be affected.

    About 15% of the EU's gas supply is Russian gas which is piped through Ukraine.

    Earlier this month, Gazprom gave Ukraine more time to settle its gas bill after receiving a part-payment of $786m (£469m).

  4. Gazprom has filed a lawsuit in Stockholm arbitration seeking to collect $4.5 billion in debt for gas from Ukraine's Naftogaz, the Russian gas giant said. Gazprom has emphasized that Ukraine's Naftogaz remains contractually obligated to ensure uninterrupted transit of Russian gas bound for consumers in Europe, Gazprom said in a statement...

    Gazprom expects Ukraine’s Naftogaz to meticulously uphold its contractual obligations to provide gas transit to third countries, it said.

    "In addition, the European Commission has received timely notification of possible interruptions in gas transit, in the event that Naftogaz Ukrainy siphons off gas from transit flows," the statement says.

    "Gazprom has already exerted and will continue to exert every possible effort aimed at preventing any potential interruption in gas transit for European consumers," Gazprom said.
