Παρατείνεται η ισχύς του Πρωτοκόλλου του Κιότο ως το 2020

Σχεδόν 200 κράτη επέκτειναν το Σάββατο την ισχύ του Πρωτοκόλλου του Κιότο για την καταπολέμηση των κλιματικών αλλαγών ως το 2020, αποτρέποντας μια νέα αποτυχία στις προσπάθειες που καταβάλλει ο ΟΗΕ για δύο δεκαετίες, οι οποίες ωστόσο δεν έχουν επιτύχει ακόμη τον στόχο τους να σταματήσει η αύξηση των παγκόσμιων εκπομπών των αερίων που προκαλούν το φαινόμενο του θερμοκηπίου.
Η οκταετής επέκταση πέραν του 2012 του αποδυναμωμένου αυτού σχεδίου του ΟΗΕ για την καταπολέμηση της υπερθέρμανσης του πλανήτη το διατηρεί ζωντανό ως το μόνο νομικά δεσμευτικό σχέδιο για την καταπολέμηση του φαινομένου αυτού.
 
Ωστόσο η απόφαση αυτή υπονομεύτηκε από την αποχώρηση της Ρωσίας, της Ιαπωνίας και του Καναδά, οπότε αυτοί που το συνυπογράφουν αναλογούν τώρα μόνον στο 15% των παγκοσμίων εκπομπών αερίων που προκαλούν το φαινόμενο του θερμοκηπίου.
"Σας ευχαριστώ όλους για την καλή θέληση και την σκληρή εργασία για να προχωρήσει η διαδικασία", δήλωσε ο προεδρεύων της διάσκεψης του ΟΗΕ, αντιπρόεδρος της κυβέρνησης του Κατάρ Αμπντάλα μπιν Χαμάντ αλ Ατίγια στο τέλος των μαραθώνιων συνομιλιών στην Ντόχα.
Ωστόσο ο εκπρόσωπος της Μόσχας Όλεγκ Σαμάνοφ δήλωσε ότι η Ρωσία, μαζί με την Λευκορωσία και την Ουκρανία, αντιτίθενται στην απόφαση για την επέκταση του Πρωτοκόλλου του Κιότο πέραν του 2012. Η Ρωσία ήθελε λιγότερο αυστηρά όρια όσον αφορά τη χρήση του "θερμού αέρα", όπως είναι γνωστό το πλεόνασμα που υπάρχει βάσει του Πρωτοκόλλου του Κιότο στις ποσοστώσεις των εκπομπών των αερίων που προκαλούν το φαινόμενο του θερμοκηπίου, το οποίο για τον CO2 αντιστοιχεί σε 13 δισεκατομμύρια τόννους.
Πολλές χώρες, κυρίως αναπτυσσόμενες, ανησυχούν για τη χρήση αυτών των πιστώσεων "θερμού αέρα", επιχειρηματολογώντας ότι θα επιτρέψουν τη μείωση των αερίων που προκαλούν το φαινόμενο του θερμοκηπίου μόνον στα χαρτιά.
Εξάλλου ένα σύνολο αποφάσεων που ελήφθησαν στη διάσκεψη στην Ντόχα αναβάλει επίσης ως το 2013 την συζήτηση για τα αιτήματα των αναπτυσσόμενων χωρών για περισσότερα χρήματα ώστε να μπορέσουν να αντιμετωπίσουν την υπερθέρμανση του πλανήτη.
Όλες οι πλευρές δηλώνουν ότι οι αποφάσεις της Ντόχα υπολείπονται κατά πολύ από τους στόχους που είχαν θέσει οι επιστήμονες για αποφασιστικότερη δράση που θα βοηθούσε να αποτραπούν περισσότεροι καύσωνες, αμμοθύελλες, πλημμύρες, ξηρασίες και μεγαλύτερη άνοδος της στάθμης της θάλασσας.
Η νέα συμφωνία για επέκταση του Πρωτοκόλλου του Κιότο για 8 χρόνια θα εφαρμοστεί από το 2013, διευκρίνισε ο αλ Ατίγια. Το Πρωτόκολλο του Κιότο υποχρέωνε περίπου 35 βιομηχανικές χώρες να μειώσουν την εκπομπή των αερίων που προκαλούν το φαινόμενο του θερμοκηπίου κατά μέσο όρο τουλάχιστον 5,2% κάτω από τα επίπεδα του 1990 την περίοδο 2008-2012.
Οι ΗΠΑ δεν το επικύρωσαν ποτέ και οι κύριοι υποστηρικτές του είναι η ΕΕ και η Αυστραλία.
Φέτος οι παγκόσμιες εκπομπές διοξειδίου του άνθρακα αναμένεται να αυξηθούν κατά 2,6% και είναι περισσότερο από 50% υψηλότερες από ό,τι ήταν το 1990. Η πρόσφατη αύξηση προέρχεται κυρίως από τις αναδυόμενες οικονομίες, των οποίων ηγούνται η Κίνα και η Ινδία.
Η διάρκειας δύο εβδομάδων διάσκεψη του ΟΗΕ στην πρωτεύουσα του Κατάρ προγραμματιζόταν να ολοκληρωθεί χθες, αλλά οι συνομιλίες συνεχίστηκαν ως σήμερα.

UN climate talks in Doha have come to a point of agreement on the extension of the Kyoto protocol, despite an objection from the Russian Federation.
After 36 hours of non-stop negotiation, delegates from nearly 200 nations in the Qatari capital agreed on Saturday to extend the protocol limiting greenhouse gas emissions until 2020.
Almost immediately after Qatar's energy minister announced an agreement Russia stated its objection.
Al Jazeera's Nick Clark, reporting from the conference said Moscow's objection shows that despite the agreement, "not everybody is totally happy" with the outcome of the two-week-long conference.
The extension of the 1997 UN-backed Kyoto Protocol will keep it alive as the only legally binding plan for combating global warming even though it will cover developed nations whose share of world greenhouse gas emissions is less than 15 per cent.
A statement released by the office of Ban Ki-moon, UN secretary-general, said while he supported the outcome of the conference as a positive step, he "believes that far more needs to be done and he calls on governments, along with businesses, civil society and citizens, to accelerate action on the ground so that the global temperature rise can be limited to 2 degrees Celsius".
Outcome of talks

Kumi Naidoo, executive director of the environmental activist group Greenpeace, said civil society was especially disappointed with the outcome of the talks.

Speaking to Al Jazeera in Doha, he said with "no emissions targets anywhere near what the science" is calling for, what the agreement delivered was "at best, baby steps".
He said that despite the presence of delegates from key global players, "the winners have largely been" the fossil-fuel industries - oil, coal and gas companies.
The talks, scheduled to end on Friday, were extended into Saturday as delegates from rich and poor nations disagreed on funding.
Finance remains an issue as "the United States and the bigger states don't want to make concessions for poorer states", Al Jazeera's Clark said.
Qatar, the conference's host, had originally introduced the idea of extending the Kyoto Protocol, which would have expired by the end of the year.

It  also suggested putting off until 2013 a dispute about demands from developing nations for more cash to help them cope with global warming.

Question of funding
The issue of funding to help poor countries deal with the fallout from global warming and convert to clean energy sources complicated the haggling by envoys.
"We cannot close the [negotiations] without ... finance," Pa Ousman Jarju, Gambian negotiator, said on Friday.

Developed countries are being pressed to show how they intend to keep a promise to raise climate funding for poorer nations to $100bn per year by 2020 - up from a total of $30bn in 2010-2012.
Developing countries say they need at least another $60bn between now and 2015 - starting with $20bn from next year - to deal with a climate change-induced rise in droughts, floods, rising sea levels and storms.
But the US and European Union have refused to put concrete figures on the table for 2013-2020 funding, citing tough financial times.
"The EU cannot accept a text that includes a commitment to $60bn in public money in 2015 considering the budget constraints that we face," Pascal Canfin, French development minister, said late on Friday.
There was also deadlock on a demand by least developed countries and those most at risk of sea level rise that provision be made for losses they suffer because of climate change - which they blame on the West's polluting ways ever since the industrial era.
