WASHINGTON, October 1  - The Arctic Council needs Russia, and is supportive of Moscow's continued engagement in its work, said Admiral Robert J. Papp, Jr., US Special Representative to the Arctic said during the conference at the Center for Strategic and International Studies in Washington, DC.
"We work with Russia now. We expect to continue to work with Russia," Papp, who will take over the Arctic Council chairmanship in 2015, said Tuesday.
US Representative to the Arctic noted that Ambassador Bolton just came back from Vladivostok where he worked on fisheries agreements.

"Les Américains n'ont pas expliqué leur absence, mais ils se disent prêts à coopérer en Arctique lors de contacts bilatéraux", a indiqué M.Patrouchev dans une interview à RIA Novosti.

Η Ισπανία είπε χθες (10 Οκτωβρίου) ότι ζήτησε από το Ανώτατο Δικαστήριο να ακυρώσει μια ρήτρα που υποχρεώνει το κράτος να προβεί σε αποζημιώσεις σε περίπτωση που κλείσει η υποστηριζόμενη από την ΕΕ μονάδα αποθήκευσης φυσικού αερίου Castor στην ανατολική ακτή της Βαλένθιας.

Η ισπανική κυβέρνηση διέκοψε τις δραστηριότητες της υπεράκτιας μονάδας αποθήκευσης φυσικού αερίου “Castor” όταν διαπιστώθηκε ότι πραγματοποιήθηκαν 200 σεισμοί κοντά στην περιοχή. Η κυβέρνηση ζήτησε μάλιστα λεπτομερή αναφορά για τη σεισμική δραστηριότητα γύρω από τη μονάδα.

Πάνω από 20 υποθαλάσσιοι σεισμοί μεγέθους 1,8 ως 4,1 βαθμών της κλίμακας Ρίχτερ σημειώθηκαν στον Κόλπο της Βαλένθιας, ανακοίνωσε την Τετάρτη το Εθνικό Γεωγραφικό Ινστιτούτο της Ισπανίας.
Από τους συγκεκριμένους σεισμούς δεν αναφέρθηκαν τραυματισμοί ή σοβαρές υλικές ζημιές, οι οποίοι σημειώθηκαν τις πρώτες πρωινές ώρες.
Οι υπηρεσίες έκτακτης ανάγκης δέχθηκαν δεκάδες τηλεφωνήματα από κατοίκους που θορυβήθηκαν από τη σεισμική δραστηριότητα από τις επαρχίες Καστεγιόν, Ταραχόνα και Βαρκελόνη.
Στον Κόλπο της Βαλένθιας, μια περιοχή της ανατολικής Ισπανίας όπου συνήθως δεν σημειώνεται σεισμική δραστηριότητα, έχουν καταγραφεί πάνω από 300 σεισμικές δονήσεις μετά την 13η Σεπτεμβρίου.
Η ισχυρότερη εξ αυτών, 4,2 Ρίχτερ, ώθησε τις αρχές στην περιοχή να θέσουν σε ισχύ ένα σχέδιο έκτακτης ανάγκης για την αντιμετώπιση σεισμών.

Hedegaard: Forget US-style shale gas revolution

Closer cooperation between European countries and an emphasis on energy efficiency would be more effective at lowering prices in Europe than dreams about an American-style shale gas boom, the EU's climate chief said on Thursday (16 May).

Speaking at the European Business Summit, EU Climate Commissioner Connie Hedegaard called for “clever regulation” to drive innovation and for a liberalised EU energy market to lower prices, saying renationalisation would be more costly than European-wide climate policies.
“We need efficient and also cost-efficient energy systems. We need to liberalise the energy market, a Europeanised market. It is wrong that renationalisation will be cheaper. Of course you cannot have climate policies that cost nothing,” she said.
Hedegaard was attempting to allay business concerns that the cost of EU climate policies was stunting their growth compared to other countries such as China and the United States, which have less stringent environmental regulation.

Arctic Council Signs Oil Spill Response Deal

KIRUNA, May 15 (RIA Novosti)

 – Foreign ministers from the Arctic Council’s member states have signed a legally binding agreement on preventing and responding to oil spills in the Arctic to protect the region’s waters, Russian Foreign Minister Sergei Lavrov said on Wednesday.
The treaty is “an effective tool protecting the Arctic environment at a time of active exploration of the opening Arctic deposits, and shows the firm responsibility of the Arctic states for the situation in the region,” Lavrov said at the opening of the council’s ministerial session in Sweden’s northernmost city of Kiruna.
Lavrov said he “welcomed” the decision to expand the council by granting the so-called observer status to new states. China, Italy and four other Asian countries - India, Japan, South Korea and Singapore - gained observer status on the Council at a meeting on Wednesday. The Council also said it “positively” viewed the idea of granting the European Union observer status. However, a decision on the EU status has been deferred because of Canada’s concern over an EU ban on import of seal products, which came into effect in August.

Bulgaria Govt Extends Oil, Gas Exploration Permit of Melrose Resources

Bulgaria's government has extended the oil and gas exploration permit of Scottish Melrose Resources for the Galata field in the Black Sea block by 166 days.
The oil and gas exploration permit was awarded to Melrose Resources in 2011, according to a media statement of the press office of the Council of Ministers.
Melrose Resources undertakes to conduct exploration activities in compliance with the working program approved by the Minister of Economy, Energy and Tourism during the extension of the permit.

Bulgaria to Sign 6+4 Year Contract with Gazprom

Bulgaria will seek a gas supply contract with Russian Gazprom for a period of 6+4 years, according to Prime Minister Boyko Borisov.
Borisov declared Wednesday that the contract would be valid for an extra four years in case Bulgaria failed to produce sufficient gas on its own territory.
Borisov's statement came one day before Bulgaria's signing of the final investment decision on the construction of the South Stream gas pipeline.

Bulgaria delays gas links with neighbors to end-2014

Bulgaria has delayed its plans to connect its gas network with neighboring Balkan countries by one year until the end of 2014, a new gas development plan made by its network operator showed on Sunday.
Technical hurdles with Greece and slow negotiations with Turkey have held up Bulgaria's effort to reduce its almost total reliance on Russian gas supplies.
The Greek and Turkish pipeline links, which had been planned to open in 2013, would allow Bulgaria to import Azeri gas, or gas from LNG (liquefied natural gas) terminals from the two countries.

Gazprom probed by EU over alleged unfair competition

Russia’s gas major Gazprom faces a probe of the European Union over alleged violations of fair competition in the natural gas markets of Central and Eastern Europe.

­The European Commission said it would investigate if Gazprom was hindering the free flow of gas across the EU countries, preventing supply diversification and limiting customer choice of delivery points. The company is also suspected of imposing unfair prices on its customers by linking the price of gas to oil prices.
