Ukraine invites European observers to gas measuring stations on borders

Ukraine has invited European observers to its gas measuring stations on the borders with Russia and Europe to monitor the transit of gas to the European Union, Ukrainian Energy and Coal Industry Minister Yuri Prodan said after talks with EU Energy Commissioner Guenther Oettinger on Wednesday, June 25.

Oettinger said there were no problems with the transit of Russian gas across Ukraine for the time being.

Ενώπιον νέας ενεργειακής κρίσης στην ΕΕ;

Επιπτώσεις στην ενεργειακή τροφοδοσία της Ευρώπης ενδέχεται να έχει η αποτυχία Ρωσίας-Ουκρανίας να συμφωνήσουν σε νέα τιμή φυσικού αερίου. Πάντως η ΕΕ ελπίζει ότι δεν έχει ειπωθεί ακόμη η τελευταία λέξη. 
Οι διαπραγματεύσεις μεταξύ Ρωσίας και Ουκρανίας υπό τη διαμεσολάβηση της ΕΕ για την τιμολόγηση του φυσικού αερίου ολοκληρώθηκαν χωρίς να υπάρξει καμιά συμφωνία. Κατόπιν αυτού και μετά την εκπνοή του τελεσίγραφου που έθεσε η Μόσχα προς το Κίεβο για την άμεση καταβολή όλων των οφειλών της ύψους 1,44 δισ. ευρώ o ρωσικός ενεργειακός κολοσσός Gazprom ανακοίνωσε ότι θα τροφοδοτεί στο εξής την Ουκρανία με φυσικό αέριο μόνο μετά από άμεση καταβολή του ποσού.

Kiev talks on gas go on, Ukraine's Energy Ministry reports

The three-sided talks on gas are going on in Kiev, an official in the press service of the Ukrainian Ministry of Energy and the Coal Industry told ITAR-TASS early Monday.

"The talks are going on," the Ministry official said without specifying either venue of the meeting or its participants.

According to unconfirmed information, the talks with the participation of representatives of Russia, Ukraine, and the European Union are being held in the building of Ukraine's Cabinet of Ministers, not at Kiev-based Hilton Hotel, as was announced earlier. Media people were not allowed to be present at the talks.

The tripartite talks on gas will continue in Kiev on June 15, Ukraine’s Minister of Energy and Coal Industry, appointed by the country’s parliament (Verkhovna Rada), Yuri Prodan told reporters on Sunday.

“At the past meeting, every side has expressed its suggestions,” he said.

Gazprom delays prepayment gas supply regime for Ukraine until June 16

Russian energy giant Gazprom decided to postpone until June 16 an introduction of the prepayment regime for the natural gas supplies to Ukraine, Gazprom CEO Alexei Miller said on Wednesday.

“Bilateral consultations between the European Commission and the Russian delegation were held today in Brussels,” Miller said following his talks with European Commissioner for Energy Guenther Oettinger.

Russia, Ukraine, EU gas talks fail to reach deal

Russia, Ukraine and the EU have failed to reach an agreement during gas talks in Brussels. Negotiations will continue on Tuesday or Wednesday, EU Energy Commissioner Günther Oettinger said after the fifth round of the three-party talks.
Oettinger specified that there are some remaining open issues and different positions between the parties.
He indicated that talks will continue tomorrow as Ukrainian and Russian delegates talk with their governments and decide if they want to continue the negotiations.
"The talks will continue either Tuesday evening or Wednesday morning," Commission spokeswoman Sabine Berger told Reuters.

Ο Günther Oettinger απειλεί τη Ρωσία με πάγωμα του South Stream εξαιτίας της Ουκρανικού

"Θα ξαναρχίσουμε τις διαπραγματεύσεις όταν ο Ρώσος εταίρος συμμορφωθεί εκ νέου με το διεθνές δίκαιο"....

Το σχέδιο για τον αγωγό φυσικού αερίου South Stream, που θα συνδέει την Ρωσία με την Ιταλία, δεν θα προχωρήσει όσο η Ρωσία δεν αλλάζει θέση όσον αφορά την Ουκρανία, δήλωσε σε συνέντευξή του που δημοσιεύεται σήμερα ο Επίτροπος της ΕΕ που είναι αρμόδιος για θέματα Ενέργειας Günther Oettinger.

Statement after the trilateral meeting between the EU, Russia and Ukraine on energy security

European Commission, Statement, Brussels, 30 May 2014:

On Friday (30 May) afternoon a trilateral meeting on energy security between EU Energy Commissioner Oettinger, Russian Energy Minister Novak and Ukrainian Energy Minister Prodan took place in Berlin.

 Further progress has been achieved. Naftogaz has proved that they have transferred 786 million USD from their account to a corresponding bank. 

Naftogaz agrees to pay $786mn of gas debt to Russia (Günther Oettinger)

Ukraine has agreed to pay $786 million of its $3.5 billion gas debt to Russia, the European Union Energy Minister Oettinger said in Berlin on Friday.

The statement comes as Russia, Ukraine and the EU are holding a third round of energy talks in Berlin.

The Ukrainian delegation has produced documents proving that Kiev has transferred the money to Moscow, Oettinger said in an interview to Russia's TV Channel Rossiya 24.

Ukraine Confirms Participation in Friday's 3-Party Gas Meeting

Ukrainian Energy Minister Yuriy Prodan will attend a three-party meeting on gas issues scheduled for Friday in Berlin, the ministry’s spokesman told RIA Novosti Thursday.
“The minister will take part in the three-party talks in Berlin,” he said.
A source close to the negotiations told RIA Novosti on Thursday that Kiev’s decision about repaying a part of its debt to Russia is expected after Friday’s meeting of Ukraine, Russia and the European Union.
The Russia Energy Ministry and the European Commission earlier confirmed their plans to attend the meeting.

Ukraine agrees to pay gas debt to Russia

Ukraine agreed to start in this week paying a gas debt it owed Russia, in a bid to resolve a gas supply dispute between the two countries, said European Union Energy Commissioner Guenther Oettinger in Berlin on Monday.

Ukraine agreed to pay 2 billion U.S. dollars back to Russia by Thursday for the gas delivered since July last year, said Oettinger in a press conference started nearly one and half hours later than scheduled, following a meeting with Ukraine Energy Minister Yuri Prodan and his Russian counterpart Alexander Novak.

Paving the way for European energy security

Completing the internal energy market, saving energy, increasing domestic energy production as well as diversifying sources, routes and counterparties of energy imports: these are ways to reduce the EU’s energy dependence. Energy leaders discuss the crucial issue today in Brussels at the high-level conference "Paving the way for a European Energy Security Strategy", organised by the European Commission.

EU Energy Commissioner Oettinger and Russian Energy Minister Novak discuss security of gas supply

European Commission, Statement, Brussels, 19 May 2014:

European Energy Commissioner Günther Oettinger met Russian Energy Minister Aleksandr Novak today in Berlin in order to discuss issues relating to security of gas supply and transit from Russia via Ukraine to the EU. 

It was a constructive meeting that helped to prepare the ground for the second trilateral meeting between the EU, Russia and Ukraine. This is scheduled for 26 May subject to confirmation by all parties involved (a possible venue is Berlin).

Russia, EU, Ukraine fail to reach agreement at gas talks

Russia, Ukraine, and the European Union failed to reach an agreement on gas supply issues during three-party talks in Warsaw on Friday. Kiev vowed to fulfill its gas transit obligations, but did not say when it plans to repay debt to Russia’s Gazprom.
According to EU energy commissioner Guenther Oettinger, the sides have agreed to hold two more rounds of consultations, in two and four weeks. During their next meeting in mid-May, the sides will focus on gas prices for Ukraine, Oettinger told journalists on Friday.

Günther Oettinger denies possibility of multilateral gas talks in Bratislava

The European Commission has denied multilateral gas talks may be held in Bratislava on April 24.

European Commissioner for Energy Gunther Oettinger will have contacts with the Russian and Ukrainian partners soon for organising the first meeting, the European Commission says.

A concrete date has not been specified yet, though, it says.

Ukraine eyes energy assistance package from EU. - Commissioner for Energy Gunter Oettinger is drafting proposals for how to pay off Ukraine’s debt

The European Union (EU) is considering an assistance package to Ukraine in a bid to counteract Russian influence on the country's energy system, Ukrainian Energy and Coal Minister Yuri Prodan said here Friday.
"The aid package provides for financial assistance, increased reverse gas supplies and European gas network operators' solidarity with Ukraine," Prodan told the parliament after his visit to Brussels.
The preliminary agreement with the 28-member block envisages prospects for Ukraine to start reverse flows from France via Slovakia and Romania, Prodan said.

Ο Υπουργός ΠΕΚΑ, Γιάννης Μανιάτης, ως Πρόεδρος του Συμβουλίου των Υπουργών Ενέργειας της ΕΕ, συμμετείχε σήμερα στις Βρυξέλλες στο 5ο Συμβούλιο Ενέργειας, εκπροσωπώντας την Ευρωπαϊκή Ένωση, από κοινού με την Ύπατη Εκπρόσωπο κα Ashton και τον Επίτροπο Ενέργειας κ. Oettinger.

Επικεφαλής της αντιπροσωπείας των ΗΠΑ στη συνάντηση αυτή, ήταν ο ΥΠΕΞ, κ. Kerry, συνοδευόμενος από τον Υφυπουργό   Ενέργειας, κ. Ponemon.

Στη σχέση μεταξύ ενεργειακής και εξωτερικής πολιτικής ήταν αφιερωμένο το γεύμα εργασίας των Υπουργών Εξωτερικών της Ε.Ε. με τον Επίτροπο ενέργειας κ. Oettinger, σήμερα, στις Βρυξέλλες. Όπως είναι προφανές, ένα μεγάλο μέρος της συζήτησης αφιερώθηκε στην ενεργειακή διάσταση της ουκρανικής κρίσης και στις σχέσεις Ε.Ε.- Ρωσίας στον τομέα της ενέργειας.

Κατά τη διάρκεια της συζήτησης, ο Αντιπρόεδρος της Κυβέρνησης και Υπουργός Εξωτερικών, Ευ. Βενιζέλος, μιλώντας εκ μέρους της Ελλάδας, αλλά και της Ελληνικής Προεδρίας στο Συμβούλιο της Ε.Ε., τόνισε, ιδιαίτερα, πρώτον, τον κομβικό ρόλο της Ελλάδας, λόγω, κυρίως του αγωγού φυσικού αερίου TAP και των διασυνδέσεων του, αλλά και λόγω των δυνατοτήτων που έχει και μπορεί να αναπτύξει ο τερματικός σταθμός του υγροποιημένου φυσικού αερίου της Ρεβυθούσας, σε συνδυασμό με τις συζητήσεις που έγιναν, φέτος, στη Βουδαπέστη για το λεγόμενο Κεντρικό Διάδρομο Αιγαίου-Βαλτικής, που μπορεί να λειτουργήσει ακόμα και με αντίστροφη ροή.
