Japan endorses plan to prepare for catastrophic earthquake

The Japanese government approved on Tuesday a program to prepare for a major earthquake that could hit the area of Tokyo in the next 30 years with a 70% probability and claim some 23,000 lives in the worst-case scenario.

The program adopted by the cabinet is expected to reduce the number of these possible casualties by half. Its implementation is also aimed at cutting the losses by 50%, including the number of ruined or burnt houses.

Experts believe that a 7.3 magnitude quake in the central part of the Japanese capital could destroy some 610,000 buildings.

The plan will focus on earthquake-resistant technologies and fire-safety measures. In particular, the share of earthquake-proof buildings is expected to reach some 95% by 2020. In 2008, this ratio was 79%

In March 2011, Japan was hit by the strongest earthquake over the past centuries, which occurred near the northeastern coast of the country’s largest and most populous island of Honshu.

The tsunami triggered by the quake left more than 18,000 people dead or missing. A gigantic wave hit the nuclear power plant Fukushima-1 that resulted in the most devastating nuclear disaster since the Chernobyl nuclear power plant catastrophe in 1986.

    The government said Tuesday the estimated death toll from a predicted major earthquake directly beneath the Tokyo metropolitan area could be halved from 23,000 if authorities adopt a new 10-year risk management plan.

    Officials said they also aim to reduce by 50 percent the 610,000 buildings that could be destroyed.

    Adopted by the Cabinet on Tuesday, the revised basic program updates mitigation strategies from an original March 2014 plan.

    It is based on the latest damage estimates reflecting data from the March 2011 magnitude-9.0 earthquake that ravaged the Tohoku region.

  2. Japan trifft Vorsorge gegen mögliches gewaltiges Erdbeben im Raum Tokio...

    Die japanische Regierung hat am Dienstag einen Plan für Vorkehrungen gegen eventuelle Folgen eines starken Erdbebens bestätigt, das laut Prognose in den nächsten 30 Jahren mit einer Wahrscheinlichkeit von 70 Prozent den Raum um Tokio erschüttern soll.

    Laut dem pessimistischsten Szenario können bei dem künftigen Erdbeben bis zu 23 000 Menschen ums Leben kommen und bis zu 610.000 Bauten zerstört werden.

    Die beschlossenen Vorbeugungsmaßnahmen, die für die nächsten zehn Jahre geplant sind, sollen die Folgen der Naturkatastrophe — die Zahl der Toten sowie der Zerstörungen an Gebäuden — um die Hälfte reduzieren.

    Der Plan sieht unter anderem vor, die Erdbebensicherheit der Gebäude in dem betreffenden Gebiet zu erhöhen und die Zahl der alten, brandgefährdeten Häuser in dicht besiedelten Wohnvierteln zu verringern.
