According to Greenpeace, the Spanish Navy has rammed three their motor boats, launched from the Arctic Sunrise ship off the Canary Islands in protest against oil drilling by the Spanish Repsol oil company, "deliberately ramming the boats and putting the lives of peaceful activists at risk".

MADRID, November 16 (Sputnik) – The Spanish Navy has rammed three Greenpeace motor boats, launched from the Arctic Sunrise ship off the Canary Islands in protest against oil drilling by the Spanish Repsol oil company.

A Sputnik correspondent reported following the incident that the Spanish Greenpeace has called for the country's defense minister to resign after the incident.

"Our ship, the Arctic Sunrise, occupied the drill site before the [Repsol] drilling vessel arrived. It maintained the occupation, despite pressure from the authorities," Greenpeace said on its website Saturday.

According to Greenpeace, the Spanish authorities "reacted violently", "deliberately ramming the boats and putting the lives of peaceful activists at risk".

Greenpeace also released a video, which shows Spanish Navy boats, sailing at high speed and smashing into those launched from the Arctic Sunrise, with one activist being knocked into the water as a result.................http://sputniknews.com/europe/20141116/1014789447.html

  3. Italy region, island seek 220 million euros in Concordia disaster damages ...

(Reuters) - Officials for Italy's Tuscany region and the island of Giglio said on Monday they would seek a total of 220 million euros ($274 million) in damages from Costa Cruises, a unit of Carnival Corp, for the 2012 Concordia cruise liner disaster.

The Costa Concordia was carrying more than 4,000 passengers and crew when it struck rocks off the Tuscan island of Giglio and capsized, killing 32 people.

The ship remained partially submerged near the port of the holiday island for more than two years before being raised and towed away this year in one of the largest and most complex maritime salvages ever completed.

"We will ask Costa for 30 million euros in damages to Tuscany's image," the region's president, Enrico Rossi, told a court in the Tuscan city of Grosseto, according to a statement.

Rossi said the region had registered a decline in tourism, and that Giglio had lost 45,000 visitors due to the disaster.

A consultant to Giglio's local government, Carlo Scarpa, asked the same court for 190 million euros in damages, most of it for tarnishing the island's image, according to a source present during the proceedings.................http://www.reuters.com/article/2014/11/17/us-italy-concordia-damages-idUSKCN0J121J20141117?feedType=RSS&feedName=worldNews

  5. Japan said Tuesday (Nov 18) it has cut its Antarctic whale-catch quota by two-thirds in a move it hopes will convince international opponents it is conducting genuine scientific research on expeditions in the region...

The International Court of Justice - the highest court of the United Nations - ruled in March that Japan was abusing a scientific exemption set out in the 1986 moratorium on whaling.

The court said the controversial programme, which sees taxpayer-subsidised Japanese boats harpooning the huge mammals and then selling their meat, supposedly as a by-product, was a commercial hunt masquerading as research.

Judges said any nation that wanted to avail itself of the scientific exemption had to show why it was necessary to kill whales to do the research.

Japan cancelled its 2014-15 Antarctic hunt after the ruling, but said it intends to resume "research whaling" in 2015-16.

In the new plan submitted to the International Whaling Commission (IWC) and its Scientific Committee, Japan has set a new annual target of 333 minke whales, down from 900 under the previous programme, the government said in a statement.

This level of catch is "necessary" to obtain information on the age of the population, information Japan says it needs to allow the setting of "safe levels of catch limits" and to ensure sustainability.

Tokyo also defined the research period as 12 years from fiscal 2015 in response to the court's criticism of the programme's open-ended nature..................http://www.channelnewsasia.com/news/asiapacific/japan-cuts-antarctic/1478986.html

  7. Finland's Foreign Minister says Finland has bought natural gas from Russia for over 40 years, and the country has never had any problems in its supply or transfer...

Finland has no reason to stop or freeze their agreements with Russia on natural gas, Finnish Foreign Minister Erkki Sakari Tuomioja said Tuesday.

Toumioja's remarks came during a joint press conference with his Turkish counterpart Mevlut Cavusoglu in Ankara.

When asked about whether Finland is thinking about revising their natural gas agreements with Russia due to the developments in Ukraine, Toumioja said there is no reason to stop any deals with Russia.

" Finland has been buying natural gas fromRussia for more than 40 years, and we have never had any problems in its supply or transfer," he said.

In 1971, the two countries signed the first contract for the supply of up to 1.4 billion cubic meters per year. Actual gas volumes arrived to Finland in 1974. As of today, the country has received more than 114 billion cubic meters of gas, of which 3.54 billion cubic meters were delivered in 2013 alone, a statement in Gazprom Export's website says.

In May 2012, Gazprom Export and Finnish gas company, Gasum extended the March 1994 contract for gas supplies to Finland to Dec. 31, 2027.

Because of the sanctions imposed by western powers over Russia's stance in eastern Ukraine, and its annexation of the Crimean peninsula, the Finnish Foreign Minister said they will be "more comfortable", if they have alternative resources.

"In fact, we have just reached an agreement with Estonia to build two liquefied natural gas terminals," he said.

On Monday, Finland and Estonia reached a deal to build two LNG terminals to agree on a roadmap to improve the countries' gas infrastructure.

"The plans include the construction of a large-scale LNG terminal in Finland, which would then provide liquefied natural gas to users in the region at competitive prices. The Baltic connector pipeline would link gas markets in Finland and Estonia," said a statement on the Finnish government's website.

"I am very satisfied that we have reached agreement. With the implementation of the planned measures, Finland will become integrated into the European gas network and will be able to improve the country's gas-based energy security," said Finnish Prime Minister Alexander Stubb.

  13. Canada is test case of UN law on oil drilling in the sea ...

As energy companies reach further out into the seas and oceans to extract precious oil, drilling firms have been warned that they may incur millions in additional costs under a UN rule.

Article 82 of the UN International Seabed Authority, or ISA for short, could add $1 billion to costs over the 15-year life of a typical oilfield if oil remains at the current $80 a barrel.

Coastal countries with oil reserves far out into the deep water are watching a test case in Canada involving Statoil, a Norwegian company.

Statoil discovered what it believes to be sizeable oil deposits 270 nautical miles off the coast of Newfoundland near where the Titanic sunk in 1912.

It began appraisal drilling this month and if the company decides to begin production, Canada and Statoil will be the first to become liable to Article 82.

Under the existing UN Convention on the Law of the Sea, companies are allowed to drill and mine up to 200 nautical miles from the coastline.

That rule has been dormant for years, because the technology did not exist to range farther and deeper into waters.

But now that technology exists for such exploration, countries and companies are going to have to pay for crossing the 200 nautical mile line. The payments start at 1 percent of revenues in the sixth year and are raised 1 percent per year to a maximum of seven percent.

But also to be hashed out is whether the payments are calculated on gross or net revenues – Article 82 does not say.

Also, under UN rules a nation does not own the seabed past the 200 miles when there is an “extended continental shelf” of shallow water. But sometimes the depths reach 3.1 miles (5,000 meters), so that is another wrinkle that needs to be ironed out.

“Interpretation can be quite open,” Yannick Beaudoin told news media. He is with GRID-Arendal, a Norwegian foundation that works with the UN and aids countries in mapping rights to the shelf.

Canada, the United States and Norway are already warning companies of the possible financial implications of Article 82 and the rule is why countries are watching the situation in Canada..............................http://www.aa.com.tr/en/news/423251--canada-is-test-case-of-un-law-on-oil-drilling-in-the-sea

  18. EU agrees law to curb plastic bag use ...

(Reuters) - EU governments unanimously approved a new law to slash the use of plastic grocery bags on Friday, hoping to curb litter on land and a spreading "plastic soup" in the world's oceans.

The measure, drafted with the European Parliament, has been criticized by the new EU executive. It says states may struggle to implement legislation which proposes using minimum prices or other methods to cut bag numbers by 80 percent in a decade.

That was echoed by a trade body for the plastics industry. It favors an end to supermarkets giving bags away free, a measure already applied in some countries. But it said a patchwork of national rules could impede EU trade.

Member state envoys endorsed the plan to give governments a choice of either banning free plastic bags, or setting binding targets to bring the average annual consumption of lightweight bags below 90 per person by the end of 2019 and 40 by December 2025........................http://www.reuters.com/article/2014/11/21/us-eu-plastic-idUSKCN0J51LM20141121?feedType=RSS&feedName=worldNews

He noted that abnormally high temperatures, intense rainfalls and severe droughts hinder efforts to reduce poverty and put the lives of millions of people in danger.

  32. Cyprus eyes gas exports to Egypt via pipeline ...

Cyprus and Egypt agreed on Tuesday to accelerate talks on the potential export of Cypriot gas to Egypt, once the resources come on line.

Cyprus discovered natural gas offshore in late 2011, while once gas-rich Egypt has turned into a net importer from an exporter in recent years.

"Egypt has a very huge (natural gas) infrastructure and can accommodate the production coming from the Cyprus economic waters," Egyptian Minister of Petroleum and Mineral Resources Sherif Ismail told reporters in the Cypriot capital Nicosia.

"It will be very fruitful for both countries to work together to materialize this cooperation in terms of developing the resources in Cyprus and exporting it."

In a joint statement, Ismail and his Cypriot counterpart Yiorgos Lakkotrypis said they had agreed to expedite discussions regarding natural gas exports to Egypt.

"In the next two months we will have a technical study regarding the options of these exports," Lakkotrypis said, adding the best option for exports at present appeared to be via a pipeline.

The pipeline could be direct to Egypt, Ismail said. "We can accommodate whatever gas we receive in both local market consumption and also LNG exports."...............http://english.ahram.org.eg/NewsContent/3/12/116421/Business/Economy/Cyprus-eyes-gas-exports-to-Egypt-via-pipeline.aspx

A "new" old problem has been raked in the relations between India and China. The newspaper Times of India sounded an alarm over the possibility of flooding in the lower reaches of the Brahmaputra due to construction of China's largest hydroelectric dam.

  34. Turkish engineers to produce electricity from cows’ intestinal gas ..

Three Turkish engineers have developed a system that produces electricity from intestinal gases collected from cows in barns. They aim to enable farmers to create additional revenue from this energy, which will be generated in 4,000 barns.

“Our project is based on collecting and decomposing intestinal gases from cows to produce an energy resource. Cows produce more gas than other animals due to their unique intestinal system. For instance, a human produces 0.5 liters of gas a day, but a cow is able to produce up to 580 liters of gas,” said one of the engineers, Şafak Karatepe.

Yalçın Öztürk, Mert Çakman and Karatepe from Istanbul Technical University (ITU) aim to create additional income for Turkish farms by selling their system, called BioCower, to be used in more than 4,000 barns with over 100 cows.

The engineers said a news story about the explosion of a barn in Germany with no healthy ventilation system due to high levels of gas had inspired them to develop the system.

  35. 'For science’s sake’: Japan insists on whaling despite world condemnation ...

Japan has long defended its right to whaling, saying it’s purely "for the sake of science," not for business. However, after cutting whaling quotas by two-thirds, Japan announced plans to resume whaling in the Antarctic in late 2015.

Last week, Tokyo agreed to cut whaling quotas by two-thirds, amid criticism that the hunts are unprofitable and sponsored by Japanese taxpayers. Japan's commissioner to the International Whaling Commission, Joji Morishita, said the new proposal is Tokyo's latest effort to pursue sustainable whaling according to scientific principles. Japan wants to take 333 minke whales instead of 900.

Japanese whalers will employ more non-lethal methods, including sighting surveys and biopsy sampling of skin tissue, while the participation of foreign scientists will be encouraged.

"The whaling issue is seen as a symbol of a larger issue sometimes in Japan... You might have heard the word 'eco-imperialism'," Morishita told a news conference, hinting at Australia’s campaign against whaling.

"When you go out and ask ordinary Japanese about the whaling issue, they're going to say 'I don't eat whale meat, however I don't like the idea of beef-eating people or pork-eating people saying to Japanese, stop eating whales."

A volcano in southern Japan blasted out chunks of magma on Friday in the first such eruption in 22 years, causing flight cancellations and prompting warnings to stay away from its crater.

The observatory did not expect the eruption to increase in scale. Mount Aso, about 1,000 kilometers (625 miles) southwest of Tokyo on Kyushu island, is one of the world's largest. Earthquakes and other seismic activity stepped up in late August.

Eruptions by another volcano, Mount Ontake, in Nagano west of Tokyo killed more than 50 people in late September.
